국문 초록

자율운항항공기(Autonomous Aircraft Systems, AAS)의 도입이 항공물류의 경쟁력 강화에 미치는 영향을 법리적 관점에서 분석하고, 이에 따른 운영상의 핵심 쟁점과 제도적 대응 방안을 제시한다. 자율운항항공기는 AI 기반 자동비행 기술과 원격 조종 시스템을 통해 항공물류의 효율성 제고, 비용 절감, 리드타임 단축 등에 기여할 수 있는 혁신적 운송수단으로 주목받고 있으며, 포인트-투-포인트(Point-to-Point) 방식의 운송 확대와 도심항공물류(UAM)와의 연계를 통해 공급망 최적화 가능성도 높아지고 있다. 본 연구는 감항성 인증, 법적 책임 구조, 공역 운영 기준 등 자율운항항공기 도입과 관련된 주요 법적 쟁점을 중심으로 국제민간항공기구(ICAO), 미국 연방항공청(FAA), 유럽항공안전청(EASA)의 규제 체계를 비교 분석하고, 이를 토대로 한국 항공법의 개정 방향을 도출하였다. 아울러 김포-제주 노선 시범운영, 보험체계 정비, 국제 협력 체계 구축 등 실무적 적용 사례를 통해 자율운항항공기의 제도적 정착을 위한 정책적 시사점을 제시한다.

영문 초록

This study analyzes the impact of introducing Autonomous Aircraft Systems (AAS) on enhancing the competitiveness of air cargo logistics from a legal perspective, while proposing institutional and operational strategies for their implementation. AAS, equipped with AI-based automated flight technology and remote piloting systems, are recognized as an innovative mode of transportation that can improve logistics efficiency, reduce costs, and shorten lead times. Furthermore, the expansion of point-to-point transport and integration with Urban Air Mobility (UAM) is expected to optimize supply chain networks. Focusing on key legal issues such as airworthiness certification, liability frameworks, and airspace management, this study conducts a comparative analysis of the regulatory approaches adopted by major aviation authorities including the International Civil Aviation Organization (ICAO), the U.S. Federal Aviation Administration (FAA), and the European Union Aviation Safety Agency (EASA). Based on this analysis, the paper suggests practical policy implications and legal reform directions for Korean aviation law. In addition, by presenting real-world application cases—such as the pilot operation of AAS on the Gimpo-Jeju route, the restructuring of insurance systems, and international cooperation frameworks—this study contributes to the institutional integration of AAS into the global air logistics environment.
