국문 초록

본 연구는 북한의 적대적 2국 관계 선언이 갖는 함의 즉, 적대적 2국가 선언의 정치적 배경, 김정은의 대남통일전략 노선의 변화, 남북관계 및 국제사회에 미치는 영향을 주요 분석대상으로 삼았다. ‘적대적 2국 관계’ 선언은 남한이 통일을 명분으로 북한에 개입하려는 근거를 차단하기 위한 것으로 한국의 개입을 불법적인 것으로 간주하려는 데서 비롯된 정책이다. 이 같은 적대적 두 국가론은 미·러, 미·중 간 갈등과 대립, 북·러 협력의 기회를 본격적으로 활용하여 군사력을 강화하고 남북한 간의 갈등을 확대하려는 정치적 의도에 기반하고 있다. 남한에서 평화구축을 우선시하는 여론이 강해지면 북한은 정치적으로 안정된 상태에서 체제와 주권을 더 강하게 주장할 수 있고 한국과의 적대관계를 통해 국제사회에서 자신들의 정당성을 주장하고 대남전략 독트린을 구체화할 수 있다고 믿고 있다. 이러한 상황에서 한국은 한미일 동맹 강화, 중국과의 상호의존성 강화 ,러시아와의 상호이익증진 등 외교적 노력의 강화가 요청된다.

영문 초록

This study aims to analyze the political implications of North Korea's declaration of an 'antagonistic two-state relationship,' focusing on the political background of the declaration, changes in Kim Jong-un's unification strategy toward South Korea, and its impact on inter-Korean relations and the international community. The declaration is a policy intended to invalidate South Korea's grounds for intervention in North Korea under the pretext of unification, thereby deeming South Korean involvement illegal. This antagonistic two-state theory is based on political intentions to exploit U.S.-Russia and U.S.-China conflicts and to enhance North Korea-Russia cooperation, thereby strengthening military power and escalating conflicts between the two Koreas. Through an antagonistic relationship with South Korea, North Korea can assert its legitimacy in the international community and solidify its strategic doctrine towards the South. In this context, South Korea needs to consistently advocate for peaceful unification under a liberal democratic system while strengthening the South Korea-U.S.-Japan alliance, enhancing mutual dependence with China, and promoting mutual interests with Russia.
