基层广播电视公共服务供给现状、问题及对策探析——基于河南省X 县的实地考察

국문 초록

Radio and television public services are an important component of the national public cultural service system, responsible for providing basic radio and television services to urban and rural residents. Their service forms are also important carriers and means of rural communication. The research team found through on-site investigation in X County, Henan Province that the county has problems such as unclear basic data, weak organizational management, lack of guarantee for operation and maintenance funds, urgent need for personnel training, and insufficient supply of content products. In response to these issues, the paper proposes countermeasures and suggestions such as leveraging the government's leading role, strengthening the research and development and deployment of new technologies and characteristic service products, conducting training to enhance the service capabilities of the entire network, and providing high-quality public cultural products. The research has reference significance for the current practice of grassroots radio and television public services.

영문 초록

广播电视公共服务是国家公共文化服务体系的重要组成部分,承担着为广大城乡居民提供基本广播电视服务的任务，其服务形式也是乡村传播的重要载体和手段。调研组通过对河南省X 县的实地调研发现，该县存在着基本底数不清楚、组织管理乏力、运维经费没有保障、人员急需培训、内容产品供给不足等问题。针对这些问题论文提出应发挥政府主导作用、加强新技术、特色服务产品的研发和投放、开展全网服务能力提升培训、供给高质量公共文化产品等对策建议。研究对于当下正在开展的基层广播电视公共服务实践具有借鉴意义。
