국문 초록

본 연구는 2000~2024년 동안 추진된 서비스산업정책을 통해 이루어진 성과와 한계, 그리고 향후 해소되어야 할 과제를 파악하고, 서비스산업 육성을 위한 효율적인 정책 방향 모색을 목적으로 한다. 정부는 2000년대 들어 서비스산업을 우리 경제의 지속 성장을 위한 또 다른 한 축으로 설정하고, 산업 육성을 위한 정책적 노력을 지속하여 왔다. 그 결과 경제의 서비스화와 서비스산업의 고부가가치화가 빠르지는 않지만, 어느 정도 개선되었다. 그러나 우리의 서비스산업은 여전히 저부가가치 업종을 중심으로 다수의 소규모 영세업체에 의해 서비스가 제공되고 있으며, 이의 혁신을 유인할 산업 기반 확충도 요구되는 상황이다. 이에 더해 디지털 기술의 진전 등 산업환경변화로 인해 전개될 서비스산업의 미래를 견인할 역량 확충도 필요하다. 경제의 서비스화를 효과적으로 추진하기 위해서는 두 가지 방향의 접근을 모색해 볼 수 있다. 하나는 서비스산업 성장과정에서 제기된 문제점을 파악하고, 그 해결 방안을 마련하는 것이다. 지원체계 구축이나 서비스산업 특성을 반영한 정책 모색, 서비스산업에의 인식 전환 등을 추진 전략으로 고려할 수 있다. 다른 하나는 서비스산업의 미래를 견인할 잠재적 역량이 무엇이고, 해당 역량의 확충 기반을 지원하는 것이다. 이와 관련된 과제로는 참여 주체 간 상호작용을 위한 네트워킹 지원과 새로운 비즈니스모델 개발에 필요한 역량 확충, 그리고 개발된 모델의 시장안착을 위한 서비스 제공 환경 조성을 예시로 들 수 있다.

영문 초록

This study aims to identify the achievements, limitations, and future challenges of service industry policies implemented between 2000 and 2024, and to explore effective policy directions for fostering the service industry. Since the 2000s, the government, which had primarily focused on manufacturing-centric industrial policies, has recognized the service industry as another key pillar for the continued growth of our economy and has consistently made policy efforts to support its development. As a result, while the transition to a service-based economy and the high value-added nature of the service industry have not progressed rapidly, some improvements have been made. However, our service industry is still largely driven by numerous small and low-value-added businesses, and there is a need to expand the industrial foundation that will drive innovation. In addition, with the changing industrial environment, such as advances in digital technology, it is also necessary to enhance the potential capabilities that will shape the future of the service industry. To effectively promote the transition to a service-based economy, two approaches can be considered. One is to identify the issues raised during the service industry's growth and develop solutions. Strategies could include establishing a policy support system, exploring policies that reflect the characteristics of the service industry, and fostering a shift in perception toward the industry. The other approach involves identifying the potential capabilities that will drive the future of the service industry and supporting the foundation to enhance these capabilities. Examples of related tasks include supporting networking among participants, enhancing capabilities needed for developing new business models, and creating a service provision environment to ensure these models take root in the market.
