국문 초록

평생교육진흥기본계획은 평생교육법에 근거, 2002년부터 5년 단위로 수립되어 현재 제5차 기본계획에 이르고 있다. 평생교육은 국가의 정책적 주도력이 큰 만큼 기본계획의 중요성도 크다. 이 연구에서는 국가의 평생교육 마스터플랜인 평생교육진흥기본계획을 시계열적-통합적으로 분석, 기본계획이 가진 구조적 문제를 추출하고자 하였다. 문헌 조사와 인터뷰 자료에 대한 재분석 및 FGI를 통해 기본계획 수립에 있어 인적자원개발과 학습사회라는 두 가지 지향이 1차 계획기부터 충돌하고 있음을 확인할 수 있었으며, 이후 차수를 거듭하면서 제안된 정책과제들이 고등교육 등 타 제도로 흡수되거나 개인화-표준화되는 경향이 뚜렷해짐을 알 수 있었다. 구조적 차원에서는 평생교육의 이념의 보편성 대비 구체화된 정책 대상층의 부재, 뚜렷한 목표치와 성과지표의 부재, 그리고 범부처적 사업 대비 교육부에 국한된 예산 편성 등이 확인되었다. 향후 평생교육진흥기본계획의 설계 시 분명한 대상을 겨냥한 목표와 성과를 정교하게 제시하고, 이를 평가할 수 있는 거버넌스 구조의 실질적 가동과 범부처적 차원의 평생교육 예산 재설계가 필요하다.

영문 초록

The Master Plan for the Promotion of Lifelong Education (MPLE) has been established every five years since 2002 based on the Lifelong Education Act. It is currently reaching its 5th basic plan. This study attempts to identify the structural problems of MPLE by analyzing the documents of the national master plan from a historical and integrated approach. Through re-analysis of interview data, FGI, and a literature review, it was confirmed that the two directions of human resource development and a learning society conflicted from the first planning period when establishing the master plan. As the process was repeated, the proposed policy tasks tended to be absorbed into other systems such as higher education or personalized-standards. At the structural level, the core problems identified include the absence of a concrete policy target group compared to the universal ideology of lifelong education, the lack of clear targets and performance indicators, and the compilation of budgets limited to the Ministry of Education in preparation for pan-ministerial projects. When designing a basic plan for the promotion of lifelong education in the future, it is necessary to establish a governance structure that can clearly present and evaluate goals and achievements for specific targets, and to redesign the lifelong education budget at the pan-ministerial level.
