영문 초록

'Welfare Law for Artists' can't solve all of cinéaste welfare. This law is no more than a minimal protective device for the underprivileged and the dispossessed artists. It means putting artists welfare on a statutory footing. Defining artists recognizes artistic activities as labor. By confirming their career, artists can take up social security system like safety insurance. On the other hand, there are limits for absence of the plans to support welfare fund. Secondly, it reduces the extent of the law's application for social security. Thirdly, there are limits for unclarity of the welfare foundation and management. First, the alternative is to adopt the strict regulations in the law. Second, it is to provide the regulations of welfare fund for the effective operation of social security and welfare foundation. Most importantly, it involves a complete change in attitude of artists. In the end, Korea film professionals need to be aware of the importance of legal system. They have to assume an active form for their welfare.
