The common aim of supporting international film festival by the central and the local government is to promote it which has competitiveness and originality. The basic direction of this support is to support film festival which has potential for development. The evaluation of film festival has to be done not by itself, but by the expert in film industry and the audience who participates there in the light of its contribution to the film industry and further potential for development. In addition, the details as follows have to be considered as main elements of the assessment. Firstly, performance-oriented. Although the fundamental aim of film festival is to grow cultural right of the citizens by showing various films, it is true that we has neglected its aspect of industry, the relationship with other cultural and tourism industry, and the creation of added value. Secondly, self-reliance. The core of film festival is the filmmakers who are invited there. However, most film festivals, which were established recently and has not built “reputation” and “authority” yet, spend much of their budget on inviting filmmakers. It is assessed in priority whether they can increase their reputation further which makes filmmakers join them spontaneously. Thirdly, efficient management. In this assessment, the key elements are the effort to improve the self-reliance ratio of finance and the efficiency in the composition of business. In recent analysis of film festivals, it is said that only 10~20 percent of total budget is spent on programing in the festival, 50~60 percent of that on marketing and promotion, and 20 percent of that on operating expenses. This makes the film festival look like it is better than it really is. Furthermore, it leads to the cost overrun caused by excessive spending on opening ceremony and the excess of promotion budget and a lack of sponsorship by the companies. Is it possible to assess international film festivals with only one standard? No. It is not only impossible but also inappropriate. They has to be assessed in the result of their business by various standards because they have different characters each other. Firstly, evaluation method depends on whether the film festival is effective in the national film industry, for a specific genre or a cultural expression of particular group, or the local festival for the community. Secondly, the aim of the festival, a ripple effect on the film industry, and evaluation by experts, which were left out of selection or just small points were allotted to in the so-called ‘objective’ evaluation index recently, can be key elements in film supporting policy by the local government. Thirdly, it is not always true that the international film festival which has good reputation for audiences and citizens contributes to the formation of the film industry network. On the contrary, the international film festival which contributes to the film industry or filmmakers networking does not always become a festival for citizens. Lastly, the evaluation for film festival has to be done annually because its result differs from year to year. Moreover, the supporting method and budget by the local government has to be changed annually depending on the result of evaluation. In consideration of financial security and efficiency, evaluation period system can be instituted, which decides whether continue or stop to support based on the result of evaluation after supporting budget for three years.
