국문 초록

본 연구는 영상전문투자조합의 제도가 산업적이고 효율적인 가치보다 공익적가치와 정당성을 추구하면서 변화한 과정과 동인을 살펴보고 한국 영화산업에서의 역할과 정책성과를 평가하였다. 투자조합은 한국 영화산업 활성화와 문화 다양성 확대라는 정책 목적이 공존하는 민관결합 방식의 간접투자 지원제도이다. 2000년대 투자조합 정책은 공공출자를 통해 한국영화 제작자본을 조달하고 산업활성화에 기여한 역할이 매우 크며 문화산업 프로젝트 투자에 필수적인 자본조달 구조로 정착하였다. 하지만 투자조합 정책은 시간이 흐르면서 효율성보다 형평성을 추구하여 제도적 정당성을 확보하는 방향으로 변화해왔다. 이러한 경향은2010년 이후 모태조합 영화계정으로 통합되면서 더욱 강화되어, 대기업 투자배급사의 참여가 제한되고, 다양성 영화투자와 산업구조 합리화를 위한 규정이 강화되었다. 이 과정에서 공공출자 투자조합의 신규 결성 및 영화투자 규모가 감소하였음에도 불구하고 한국영화 제작비의 총 투자규모는 일정 수준을 유지되고 있어서 공적 자본의 공백을 민간자본이 대체하고 있는 것으로 판단된다. 이는 산업부양정책으로서의 투자조합 정책의 산업적 역할이 감소하였으며, 따라서 제도를경로의존적으로 지속하는 것보다 역할의 전환이 필요한 시점으로 보인다. 투자조합 제도가 공익성을 강화하면서 직접 지원제도와 유사한 역할로 수렴되고 있는것도 이러한 수요 변화를 반영하는 결과일 것이다.

영문 초록

This study examines the process in which the institution of the Audio-visual Investment fund has changed in the pursuit of public interest value and legitimacy rather than industrial and efficient value over time and investigates its role in the Korean film industry. The Audio-visual Investment fund is a public-private partnership support system in which the policy goal of revitalizing the film industry and expanding cultural diversity coexist. In the 2000s, the Audio-visual Investment fund has contributed greatly to the promotion of the industry and the procurement of Korean film production capital. it has established as a capital procurement structure essential for investment in cultural industry projects. However, over time and institutionalization of policies, the Audio-visual Investment fund has changed to seek equity rather than efficiency to secure legitimacy. This trend was further reinforced by the integration into the Fund of Funds since 2010, participation of investment and distribution companies in large companies has limited, and policy goals, including revitalizing investment in diversity films and streamlining industrial structures, have been institutionalized. Despite the recent decline in the size of public equity investment, private capital has replacing this gab, and that the role of the Audio-visual Investment fund as an industrial revitalization policy has decreased. The Audio-visual Investment fund policy as an industrial stimulus has played a sufficient role and seems to be a time when a shift in roles is needed rather than continuing the institution in a path-dependent manner. The recent convergence of the Audio-visual Investment Fund institution into a role similar to that of the direct support system as the public interest is strengthened may also reflect this change.
