국문 초록

한반도와 주변지역의 국가의 관계는 동맹관계에 기반한다. 따라서 한반도 안보현안에 대한 외교적 접근은 동맹을 바탕으로 하는 ‘3각 관계’의 구도 속에서 출발해야한다. 이해당사국 간의 이해문제가 양자차원에서 해결되기가 어려운 이유가 여기에 있다. 대화와 협력을 통해 한반도 안보문제를 해결하려는 시도의 뒷단에 상대방의 동맹이 버티고 있기 때문이다. 따라서 한반도 안보문제 해결을 위한 외교적 노력이 입체적이고 다층적으로 전개되어야하는 이유이기도 하다. 최근 빈센트 브룩스 전 주한 미사령관은 기고문에서 북한을 미국 주도의 동맹질서에 합류하도록 유도하는 주장을 제기했다. 이는 북한에 대한 중국의 불안한 심리를 역이용하자는 제언이다. 중국의 불안한 전략심리를 이용함으로써 북한과의 접촉, 대화와 포용 과정에서 우위를 점하자는 주장이다. 북한 핵문제의 궁극적인 목표가 북한 정권을 최고로 담보할 수 있는 북미수교라고 가정하면 어느 정도 감안해야할 정책 제안이라는 점에서 그의 주장은 의미가 있다. 그의 북중 ‘디커플링’전략은 중국의 불안한 심리를 북한이 이용하는 것과 일맥상통하다고 할 수 있다. 이에 맞서 중국이 한국에 압박하는 이유도 같은 맥락에서 진행된다.

영문 초록

The relationship between the Korean Peninsula and neighboring countries is based on alliance. Therefore, diplomatic approaches to security issues on the Korean Peninsula should begin in a “triangular relationship” based on the alliance. This is why it is difficult for the interests of interested parties to be resolved at a bilateral level. This is because the alliance of the other side is holding out at the back of an attempt to solve the security problem on the Korean Peninsula through dialogue and cooperation. Therefore, diplomatic efforts to resolve security issues on the Korean Peninsula should be made three-dimensional and multi-layered. In a recent article, Vincent Brooks, the former commander of the U.S. Forces in Korea, made a claim to induce North Korea to join the US-led alliance order. This is a suggestion to reverse China's unstable sentiment toward North Korea. The argument is to gain an upper hand in the process of contacting, dialogue and engagement with North Korea by using China's unstable strategic psychology. Assuming that the ultimate goal of the North Korean nuclear issue is diplomatic ties between the U.S. and North Korea, which can guarantee the North Korean regime the best, his argument is meaningful in that it is a policy proposal that should be considered to some extent. His “decoupling” strategy between North Korea and China is in line with North Korea's use of China's unstable psychology. In response, the reason why China is pressuring South Korea is in the same context.
