국문 초록

본 연구는 국방기획 관점에서 레이건 시기 추진되었던 전략방위구상(Strategic Defense Initiative)에 관한 정치적 과정을 1기와 고르바초프가 등장한 2기로 나누어 살펴보았다. 연구 결과 레이건 대통령 임기 1기와 2기는 그레이가 제시한 민군관계의 4가지 범주 중 예산과 책임이라는 측면에서 차이가 나타났다. 한편, 정치-군사 간의 통화 전환과 신중함은 큰 차이가 없었다. 즉, 본 연구의 결과는 국방기획의 정치적 과정에서 민군관계가 조화롭다면 전략프로그램은 지속될 수 있다는 것이다. 본 연구의 함의는 다음과 같다. 이론적으로는 국방기획은 민과 군이 함께 긴밀한 대화를 토대로 정치와 전략, 예산간의 조화를 추구하는 분야라 할 수 있다. 따라서 한국에서는 정치와 군사의 조화를 이루는 민군관계에 관한 더 많은 이론적 논의가 이뤄져야 한다. 정책적으로는 3가지 함의가 있다. 첫째, 전략프로그램을 추진할 때 필요한 전략과 예산에 대한 공통적인 이해가 필요하다. 둘째, 위협에 대한 정치-군사 간 공통된 위협인식이 필요하다는 것이다. 셋째, 한국에도 민과 군을 연결하는 전략 교량(Strategy Bridge)으로써 전략공동체를 구성하는 다양한 인재를 키울 수 있는 환경을 조성해야 한다.

영문 초록

From the perspective of defense planning, this paper investigates the political process and civil-military relations of Strategic Defense Initiative during the Reagan administration’s two terms. The first term of the Reagan administration and the second term with Gorbachev's appearance. The results showed that the first and second terms of the Reagan administration were different in terms of budget and responsibility from the four categories of military-civilian relations shown by Gray. On the other hand, currency conversion and prudence between politics and the military are the same. In other words, the results of these studies suggest that strategic programs can continue if the political process of national defense planning is harmonized with civilian-military relations. The implications of this study are as follows. In theory, defense planning is where the civilian and the military pursue harmony among politics, strategy, and budget based on close dialogue. Therefore, more theoretical discussions on civilian-military relations that harmonize politics and the military should be held in South Korea. In terms of policy, there are three implications. First, we need a common understanding of the strategy and budget to promote strategic programs. Second, there is a need for a common threat perception between politics and the military. Third, South Korea should also create an environment where it can foster diverse human resources to form a strategic community as a strategy bridge connecting between the civilian and the military.
