국문 초록

지정학적으로 나토와 러시아 사이에 위치한 우크라이나는 대단히 민감한 지역이었다. 우크라이나는 2014년 크림반도의 러시아 합병 후 러시아 영향권에서 벗어나 EU와 나토에 가입하기 위해 노력해왔다. 이는 우크라이나 핵무기 제거 회담인 부다페스트 조약시 나토 동진을 하지 않겠다는 서방의 약속파기인 동시에 사활적 이익이 침해당한다고 판단한 러시아에게는 안보상의 문제로 우크라이나의 중립화를 요구하였다. 러시아는 2015년에 발표한 국가 안보전략을 2021년 7월에 개정 변경하였고 신안보전략에서 서구와 러시아 문화의 충돌과 군사적 위협에 대처하기 위하여 9개의 과제를 선정하고 우선순위를 국가방위보다 국민 보호를 앞세웠다. 우크라이나가 러시아의 이익을 침해한다고 판단한 푸틴대통령은 특별군사작전(SMO)으로 명한 우크라이나 침공을 결정했다. 러시아의 전략문화가 러우전쟁에서 어떻게 구현되고자 했는지를 전략의 목표, 수단 가운데 수단은 DIME 요소를, 방법면에서 PMESII 별로 SWOT기법으로 분석해 보았다. 이를 통해 지정학적 중간지대에 위치한 한반도와 우크라이나를 비교하여 한국군에 미치는 시사점을 도출하였다.

영문 초록

Geographically located between NATO and Russia, Ukraine was historically a politically sensitive country. Since the annexation of Crimea by the Russian Federation in 2014, Ukraine has been trying to break away from Russia’s influence and join the EU and NATO. This was a breach of the West's promise not to pursue NATO’s eastward expansion in the Budapest Memorandum, a treaty where Ukraine gave up its nuclear weapons, while at the same time, Russia, which believed its vital interests were violated, demanded the neutralization of Ukraine for security reasons. In July 2021, Russia revised its national security strategy announced in 2015. And in the new security strategy, Russia selected nine agendas for the purpose of responding to cultural collision and military threat between the West and Russia, placing ‘protection of its people’ ahead of ‘national defense.’ Russian President Putin, who believed Ukraine was violating Russian interests, decided to invade Ukraine as a special military operation (SPO). This paper analyzes how Russia's culture around national strategy was to be realized in the Russo-Ukrainian War with a focus on the objectives of Russia’s strategy, Diplomatic, Information, Military and Economic (DIME) elements, and SWOT analysis for each Political Military Economic Social Infrastructure (PMESI). Based on the analysis, this paper concludes implications for the Korean military by comparing the Korean peninsula to Ukraine, which are both located in geopolitical middle ground.
