국문 초록

본 논문은 신기능주의 통합이론을 바탕으로 중국-홍콩 통합을 저해하는 요인에 대해 살펴보고, 그 함의를 도출하는 것을 목적으로 한다. 특히 통합이론의 주요 변수인 프로세스 메커니즘 상의 변화가 2019년 홍콩 민주화 시위 이후 중국의 對홍콩정책과 통합에 미친 영향에 대해 중점적으로 분석한다. 연구 결과 다음의 사항을 알 수 있다. 먼저 ‘고의적 연결 및 연합의 형성’과 ‘이념적 동질성 호소’를 통해 홍콩과의 통합을 가속화하고자 했던 중국 중앙정부의 시도는 홍콩인들의 강한 반발에 부딪혔고, 결과적으로 통합을 저해시키는 요인으로 작용했다. 특히 ｢홍콩국가보안법｣의 제정과 애국심을 강요하는 교육 등은 오히려 홍콩인들이 중국과는 분리되는 정체성을 확립하는 계기 중 하나로 작용하였다. 다음으로 홍콩에 대한 미국과 영국 등 국제사회의 관여가 중심이 된 ‘외부행위자의 참여’ 변수의 변화를 주목할 필요가 있다. 그간 홍콩문제는 중국의 내정문제로 간주되었기 때문에 많은 ‘외부행위자의 참여’ 변수 역시 큰 주목을 받지 못했으나, 2019년 홍콩 민주화 시위 이후 중국에 대한 국제사회의 비판이 심화되었기 때문이다. 즉, 동 변수의 변화 역시 중국과 홍콩 통합을 저해하는 요인으로 작용하기 시작했다. 미‧중 간 전략적 경쟁이 앞으로도 상당 기간 지속될 것으로 전망되는 바, 홍콩문제에 대한 미국의 관여와 홍콩과의 통합을 가속화하기 위한 중국 중앙정부의 강압적인 홍콩정책은 앞으로도 지속될 것으로 예측된다.

영문 초록

The purpose of this paper is to examine the factors hindering China-Hong Kong integration based on the neo-functionalist integration theory and to derive their implications. In particular, it focuses on the impact of changes in the process mechanism, a major variable in the integration theory, on China's Hong Kong policy and integration after the Hong Kong pro-democracy protests in 2019. The results of the study reveal the following. First of all, the Chinese central government's attempt to accelerate integration with Hong Kong through 'deliberate connection and formation of alliance' and 'appeal of the same ideology' faced strong resistance from Hong Kong people, and as a result, it was regarded as a factor hindering integration. Next, it is necessary to pay attention to the change in the variable of ‘participation of external actors’, which was centered on the involvement of the international society. Since the Hong Kong issue has been regarded as China's internal affairs, many variables of 'participation of external actors' have not received much attention, but this is because the international society's criticism of China has intensified since the Hong Kong pro-democracy protests in 2019. In other words, changes in these variables also began to act as factors hindering the integration of China and Hong Kong. As strategic competition between the US and China is expected to continue for a considerable period of time, the Chinese central government's coercive Hong Kong policy to accelerate US involvement in Hong Kong affairs and integration with Hong Kong is expected to continue. However, whether this will lead to actual integration remains to be seen.
