미 동맹국의 인도-태평양 해양전략에 대한 ‘지역인식’과 ‘국가전략구상’의 복합적 영향

국문 초록

이 글은 일본 아베 정부와 호주 자유당 정부의 인도-태평양 지역 해양전략이 각각 ‘지정학적 확장(geopolitical expansion)’과 ‘지정학적 중심(geopolitical centrality)’을 지향하는 상이한 정책 정향을 드러냈다고 주장한다. 그리고 이러한 차이는 이들 국가의 전략이 국제체제의 구조적 변화나 각국이 마주한 지정학적 환경 등 외생적 요인 외에도 내생적-관념적 요인으로서 ‘지역인식(regional perception)’과 ‘국가전략구상(national strategy conception)’의 영향을 동시에 받게 되면서 나타난 결과임을 보이고자 하였다. 일본과 호주의 인도-태평양 해양전략은 모두 이전보다 더 커진 국제적 역할과 영향력을 추구한다는 점에서 유사했지만, 이 글이 조명한 상이한 정책 정향과 지역인식 그리고 국가전략구상은 양국이 인도-태평양 지역에서 각각 ‘선도자(leader)’와 ‘중개자(broker)’라는 상이한 역할을 추구하였음을 시사한다. 이러한 관점에서 보자면, 일본이 호주보다 더 팽창적인 해양전략을 전개하였다는 해석과 더불어 양국의 전략을 단순히 미국을 지원하는 균형자의 전략으로 일반화할 수 없다는 비판 역시 가능하다.

영문 초록

This paper contends that the Indo-Pacific maritime strategies of Japan and Australia were based on different policy orientations that are ‘geopolitical expansion’ and ‘geopolitical centrality’ respectively. This strategic difference demonstrates that the two countries’ strategies are not only affected by exogenous factors such as structural changes in the international systems and geopolitical environment facing each country, but also endogenous-ideational factors such as 'regional perception' and 'national strategy conception'. Although Japan's and Australia's Indo-Pacific maritime strategies were similar in that both pursued greater international roles and influence, they pursued different roles of ‘regional leader’ and ‘regional broker’. In this regard, it is arguable that Japan has implemented a more aggressive maritime strategy than Australia, and that the strategy of both countries cannot be generalised as a strategy of a balancer simply supporting the United States.
