가치통상외교 전략에 관한 연구

국문 초록

본 연구는 미중 무역분쟁 속에서 실리 통상외교가 아닌 가치 통상외교 추진의 필요성과 실제 적용여부를 살펴보았다. 한미FTA와 한중FTA 협상과정에서 언론을 통해서 나타난 한국의 통상외교의 가치를 도출하였고, 동시에 한국에 큰 의미를 가진 한미FTA와 한중FTA 가치에 있어서 차이가 있는지 분석하였다. 한미 FTA와 관련하여 분석 기간 동안 총 20,000여건의 언론보도가 있었고, 한중 FTA는 총 3,575건의 언론보도가 있었다. 분석은 단어빈도(TF), 중요 주제어(TF-IDF), 토픽 모델링 분석을 실시하였다. 분석 결과 한국 통상외교의 핵심 가치 키워드로는 자유무역, 다자주의, 영향력 확대, 참여주의, 산업보호가 도출되었다. 또한, 협상대상국에 따라서 한미FTA의 경우 도출된 핵심 가치 키워드 외에 자유, 경제, 협상, 민주, 시장이 추가적인 가치 키워드로 도출된 반면, 한중FTA에서는 수출, 추진, 체결, 확대, 지원, 투자 등이 주요한 가치 키워드로 도출이 되었다. 이러한 결과는 한국의 통상외교에 있어서 한국과 미국간 정치·안보 공동체로서의 특징을 확인할 수 있었고, 한중FTA는 한국의 주요 교역대상국으로서 중국의 특성이 통상외교 전략에 반영되었음을 알 수 있다. 결론적으로 한국 통상외교의 가치 키워드로는 자유무역, 다자주의, 영향력 확대, 산업보호, 참여주의가 핵심가치임을 알 수 있다. 또한 국가별 특성을 고려하여 정치·안보적 가치와 경제적 가치가 추가적으로 고려되고 있음을 알 수 있다.

영문 초록

This study examined the necessity and possibility of shifting from profit-based trade diplomacy to value-based trade diplomacy. For analysis, media reports during the Korea-US FTA and the Korea-China FTA were analyzed. There were a total of 20,000 media reports related to the Korea-US FTA, and a total of 3,575 media reports about the Korea-China FTA. As for the analysis methodology, word frequency(TF), important subject words (TF-IDF), and topic modeling (LDA method) were analyzed. As a result of the analysis, the core values of Korea's trade diplomacy were ‘free trade’, ‘multilateralism’, ‘influence expansion’, ‘participatoryism’, and ‘industrial protection’. In the case of the Korea-US FTA, in addition to the core values, ‘freedom’, ‘economy’, ‘negotiation’, ‘democracy’, and ‘market’ were derived as additional value keywords. In the case of the Korea-China FTA, ‘export’, ‘promotion’, ‘conclusion’, ‘expansion’, ‘support’, and ‘investment’ were derived as value keywords. As a result, it was found that the core values of Korea trade diplomacy are free trade, multilateralism, participatoryism, industrial protection, and expansion of global influence. In the relationship with the United States, the characteristics of a political and security community between Korea and the United States could be confirmed. In relation to China, it can be seen that China's characteristics as Korea's major trading partner are reflected in its trade and diplomacy strategies. In conclusion, It can be seen that Korea must simultaneously pursue specific values that suit each country's characteristics along with its value-based trade and diplomacy strategy.
