국문 초록

본 연구에서는 현재 중국 사회보장체계 운영의 중요 문제점으로 지적되는 낮은 수준의 재정 투입과 도시편향성에 대해 착목하고, 중국 사회보장제도 실행 및 재정 투입이 지방정부 주체로 지역별로 상이하게 시행된다는 점을 감안하여 사회보장재정 투입과 도시편향성에 대해 지역간 실증적인 비교분석을 수행하였으며, 그 결과 다음의 두 가지를 규명하였다. 첫째, 전국 31개 성급 지역에 대한 관련 지표들을 검토한 결과 경제력과 재정력이 전국 최하위 그룹에 속하는 지역―동북지역의 랴오닝‧지린‧헤이룽장―에서 사회보장지출이 가장 많고, 경제력‧재정력이 최상위인 동남연해지역의 소위 부성(富省)들―저장‧장쑤‧푸젠‧광둥 등―의 사회보장지출이 가장 적은 것으로 나타났다. 둘째, 사회보장 지출이 많은 동북지역과 사회보장 지출이 적은 동남연해지역에서의 도시 편향 정도에 대해 도-농 주민 이전소득과 도-농 최저생활보장 표준을 통해 추산해 본 결과 동북지역에서의 도시편향성이 동남연해지역보다 더 큰 것으로 확인되었다.

영문 초록

The purpose of this paper is to reveal the differences in regional social security fical expenditure and urban-centered social security in contemporary China. The findings of this study are as follows: First, Contrary to popular expectations, the provinces as Liaoning‧Jilin‧Helongjiang located in the northeast region with the weakest economic and financial power has the highest social security expenditure, on the contrary, the provinces as Zhejiang‧Jiangsu‧Fujian‧Guangdong located in the southeast region with the strongest economic and financial power has the lowest social security expenditure. Second, again, contrary to general assumption, the provinces of the northeast region with the highest social security expenditure were more urban-centerd than the provinces of the southeast region with the lowest social security expenditure. These results have the following implications: Not only should China endeavor to raise the level of very low social security expenditures, but it must also make policy efforts to ensure that the redistribution effect of the government's social security expenditures is not reversed.
