국문 초록

본 연구는 우리나라 유상원조로 지원된 모잠비크 재난관리정보시스템 구축사업의 효과성을 평가하고 실천적 개선 방향 도출을 위해 사용자 관점을 강화한 분석방법을 적용하였다. 이를 위해 사용자를 직접 사용자와 관리자로 세분화하여 정보시스템의 품질, 서비스 품질 및 시스템 속성에 대한 중요도-만족도 분석(IPA)을 수행하였다. 측정항목은 DeLone & McLean(2003)의 모형을 바탕으로 재구성하였으며 개발도상국의 특수성을 고려하여 조사 문항을 추가하였다. 시스템 사용자 38명을 대상으로 ‘시스템 품질’과 ‘서비스 품질’을 측정하였고 시스템 관리자 11명을 대상으로 ‘서비스 품질’ 및 ‘연관자원’에 대해 조사하였다. 그 결과, 시스템 사용자 집단의 경우, 시스템 품질에 대한 만족도와 함께 서비스 품질에 대한 개선의 필요성 역시 높게 나타났다. 반면, 관리자 집단에서는 시스템 운영의 연관자원에 대한 개선이 높게 나타났다. 본 연구 결과는 기술집약적 성격의 정보시스템을 지원하는 공적개발원조사업의 효과성 증진을 위해 시스템 품질뿐만 아니라 사용자 관점이 적극 반영되어야 하며 아울러 수원국의 기술 역량, 전략적 지원 및 정책 우선순위 파악이 이루어져야 한다는 시사점을 제공한다.

영문 초록

This study conducted an importance-satisfaction analysis (IPA) on the attributes of information systems for users and managers in order to evaluate the effectiveness of the Emergency Management Information System in Mozambique supported by Korea's concessional loans. Measurement items were constructed based on the model of DeLone & McLean(2003), and survey items were added in consideration of the context of developing countries. “System quality” and “service quality” were measured on 38 system users, and 11 system administrators were surveyed on “service quality” and “related resources” in Mozambique. As a result, the system user group was measured to have high satisfaction with the system quality, but the service quality was requested to be improved, and the manager group requested to improve the related resources for system operation. The results of this study provide implications that technology-oriented information systems development projects should not only secure the quality of a system, but also identify the partner country's technological capabilities, strategic supports, and policy priorities.
