국문 초록

이 글은 제13차 베트남 공산당대회의 보고 문건 가운데 사회 및 환경 부문을 주목하고 베트남이 당면한 현실적 문제와 향후 방향성을 검토한다. 본 연구자는 제13차 당대회 문건을 제12차 당대회 문건과 비교 분석한 후 정치·경제 부문보다 사회·환경 부문에서 검토해볼 가치가 있다고 판단하였다. 사회·환경 부문에서 제13차 당대회 임기 중 가장 주목해야 할 점은 인적자원 개발, 애국정신과 문화적 힘 증진, 그리고 기후 변화에 대한 능동적 대응과 환경 보호다. 4차 산업혁명, 국제통합의 시기에 부합하는 사회경제발전이 주요 핵심 내용이며, 애국심, 민족 자강, 전 민족의 대단결, 지속 가능한 방식으로 혁신 촉진 및 국가 개발의 열망이 주요 사회경제개발 목표에 반영되어 있다. 당대회 문건은 이러한 요소들과 사회주의 민주(dân chủ chủ nghĩa xã hội) 정치체제가 서로 결합하여 시너지를 발휘해야 한다는 점을 강조한다. 제13차 당대회는 장기적이고 전략적으로 의미가 있는 중요한 문제를 당대회 문건에 포함시켰으며 이를 재확인했다는 점에서 의의가 있다.

영문 초록

This article focuses on the social and environmental sectors among the report documents of the 13th Congress of the Communist Party of Vietnam, and examines the practical problems facing Vietnam and its future direction. After comparative analysis of the 13th Party Congress documents with those of the 12th, this author judged that it is necessary to examine the social and environmental sectors rather than the political and economic sectors. The most notable points are the development of human resources and the establishment of an advanced culture. Patriotism, national self-reliance, great unity of the whole nation, aspirations for development, and promotion of innovation and national development in a sustainable way are reflected in the main socio-economic development goals. It also emphasizes that these factors and the socialist democratic (dân chủ chủ nghĩa xã hội) political system must combine to create synergy. In the documents of the party conference, the term “combined with the power of the times” is included, which means that the 4th industrial revolution and socio-economic development in line with the period of international integration are the main contents.
