국문 초록

본 연구는 기술 추격모델(기술, 시장, 정책 변화로 인한 기회의 창 변화)을 기반으로 중국 기업의 전략적 대응을 분석함으로써, 미래 유망 영역인 자율주행 분야에서 중국의 추격 가능성을 탐색적으로 살펴보았다. 먼저 기술적 변화는 크게 핵심 요소 기술과 부품의 변화, 첨단 인프라의 필요성 증대, 데이터와 실증의 중요성이 있었으며, 세 가지 측면에서 모두 중국 기업의 추격에 긍정적일 것으로 나타났다. 시장적 측면에서는 B2B, B2C 세 가지 측면에서 모두 중국의 성장 잠재력이 충분하여 중국 기업에게 유리한 추격 기회를 제공할 것으로 보였다. 마지막으로 정책적 기회의 창 측면에서, 중국 정부는 공격적인 연구개발 지원 정책과 개방적인 규제를 통해 토종 기업들의 성장을 지원하고 있는 것으로 나타났다. 이처럼 기술, 시장, 정책적 측면에서의 기회의 창은 모두 중국 기업의 추격에 유리하게 작용하고 있으며, 실제로 중국의 ICT기업과 스타트 업들은 공격적으로 자율주행 영역에 진출하며, 빠르게 선두주자를 추격하고 있었다. 그럼에도 불구하고 전통 자동차 기업들의 소극적인 행보와 과도한 정부주도의 기술표준 수립 및 정책 지원은 아직 지배적 디자인과 킬러 어플리케이션이 확정되지 않은 자율주행 분야에서 중국 기업이 선도주자로 거듭나는데 부정적인 영향을 미칠 가능성이 있는 것으로 나타났다. 이외에도 기술 윤리에 대한 미흡한 대응과 외부 요인으로 인한 글로벌 밸류체인의 급격한 변화 등은 향후 중국 기업의 추격과 혁신에 불확실성을 증가시킬 것으로 보인다.

영문 초록

This study investigated China's catch-up possibility in the field of autonomous vehicle by analyzing the technological catch-up model (the change of windows of opportunity in the aspect of technological, demand, institutional/policy change). Firstly, technological paradigm shifts in core technologies and components, the demand for advanced infrastructure, and the importance of data and demonstration were providing opportunities for Chinese firms. On the market side, due to a sufficient growth potential of Chinese B2B, and B2C market, there will be opportunities for Chinese firms to catch up. Finally, from the policy aspect, the Chinese government was supporting the local companies through aggressive R&D policies and negative regulation system. Overall, the window of opportunity in terms of technology, market, and policy is all beneficial to the Chinese firms’ catch-up, and thus, numerous Chinese tech giants and start-ups are very aggressively catching up the leader group of autonomous vehicle industry. Nevertheless, the passive behavior of traditional automakers and excessive government intervention will exert a negative impact on Chinese firms’ catch-up because dominant designs and killer applications are yet to be established in the autonomous vehicle industry. Additionally, insufficient preparations for ethics and social conflict, rapid changes in global value chains (GVCs) are expected to increase the uncertainty in the future.
