독도 영유권 관련 자료로서의 ｢죽도고증(竹島考證)｣의 역할과 한계

국문 초록

이 논문은 19세기 중엽에 일본 외무성에서 편찬된 「죽도고증」이 지금의 독도 영유권 관련 이슈와 어떤 관계가 있는지를 구체적으로 분석한 것이다. 흔히 「죽도고증」이 독도 영유권 관련 자료인양 인식되고 있으나, 이 자료는 어디까지이고 울릉도 영유권 관련 자료이다. 19세기 중엽 당시 일본 외무성에서 울릉도 영유권에 대해 논의된 내용이 수록되어 있는 것이다. 한편 일본 에도 시대 이래의 문서들에서 울릉도는 항상 독도와 함께 취급되어 왔다. 「죽도고증」은 이러한 문서들을 저본으로 편찬된 것이다. 따라서 이 자료는 에도 시대 독도 관련 기록에 대한 내비게이션의 역할도 한다. 「죽도고증」은 또 다른 의미에서 지금의 일본의 독도 영유권 논리와 관계가 있다. 「죽도고증」에 기술되어 있는 19세기 당시의 외무성에서의 울릉도 영유권 관련 논의에서 독도는 제외되어 있다. 그러나 이 때 기록국장 와타나베 히로모토가 울릉도가 일본 섬일 수도 있다는 주장을 하였는데 이 주장과 함께 그가 자신의 논리를 펼친 방법 -섬의 명칭 혼란-, 근거 자료 -오키의 마쓰시마- 가 후에 1950년대 일본 정부의 독도 영유권 논리와 주장의 토대가 된 것이다.

영문 초록

This paper covers a detailed analysis of how Jukdogojeung, a document compiled by the Japanese Ministry of Foreign Affairs in the mid nineteenth century, is linked to the current issue over the sovereignty of Dokdo. Jukdogojeung is commonly recognized as a material related to the sovereignty of Dokdo instead of Ulleungdo. However, it should be noted that the material only contains discussions on the sovereignty of Ulleungdo that took place between the Japanese Ministry of Foreign Affairs officials in the mid nineteenth century. Meanwhile, Ulleungdo has always been paired with Dokdo in documents produced since Japan’s Edo period. It was under such circumstances when Jukdogojeung was compiled. Therefore, the document may also aid the navigation of records involving Dokdo from the Edo period. Jukdogojeung has also been alternately used in Japan’s rationale for their claim over the sovereignty of Dokdo. According to the description in Jukdogojeung, the Japanese Ministry of Foreign Affairs excluded Dokdo while discussing the sovereignty of Ulleungdo back in the nineteenth century. Yet, Watanabe Hiromoto, director of the records office at the time, raised the possibility that Ulleungdo could be part of Japanese territory. This claim by Watanabe and his rationale documented in the “Theory on Confusion Over Island Names,” also supported by the material “Matushima of Oki Islands,” provided a basis later on for the Japanese government in shaping its claim and argument for the sovereignty of Dokdo in the 1950s.
