공인탐정에 관한 인식 연구

국문 초록

우리사회는 1999년부터 탐정제도를 도입하고자 하였으나, 탐정제도도입에 있어서 반대하는 입장과 찬성하는 입장의 이견차이로 인해 경제개발협력기구 중에 유일하게 우리나라만 탐정제도가 법적으로 인정되지 않고 있다. 하지만 정부 차원에서 공인탐정이라는 제도에 관하여 논의가 진행되고 있는 시점에서 많은 국민들은 공인탐정에 관하여 깊은 관심을 가지고 있다. 따라서 이 연구는 공인탐정 제도 도입에 관하여 인식여부를 확인하고 나아가 공인탐정의 업무 범위, 교육 기관 등을 확인하고자 한다. 연구결과, 공인탐정 제도에 있어서 찬성하는 입장은 75.1%, 반대하는 입장은 24.9%로 조사되었다. 찬성하는 이유에서는 ‘음성화된 심부름센터 및 흥신소 등의 불법행위 근절’이 37.8%로 가장 높게 조사되었다. 공인탐정의 업무는 ‘가출인 찾기’와 ‘실종아동 찾기’ 등이 57.3%로 조사되었으며, 교육에 있어서는 ‘탐정 관련 협회’가 71.6%, 기간은 6개월 이하가 61.9%, 교육과정으로는 ‘공인탐정 수사기법’이 37.7%로 조사되었다. 또한 공인탐정 제도 도입 시에는 ‘창업(16.0%)’보다는 ‘취업(77.9%)’이 선호 되었으며, 주관부처로는 ‘경찰’이 69.4%로 가장 높게 조사되었다. 이러한 연구결과를 중심으로 살펴보게 되면, 공인탐정 제도는 우리사회에 있어서 필요하다. 하지만 공인탐정 제도에 있어서 반대하는 의견을 중심으로 공인탐정 제도 도입 시 발생할 수 있는 폐해에 대해서도 체계적인 준비가 필요하다. 따라서 공인탐정 제도 도입에 있어서는 관련 법령 및 제도화 그리고 교육 등에 체계적이면서 구체적인 준비를 통하여 경찰과 함께 치안을 협력할 수 있는 제도가 마련되어야 할 것이다.

영문 초록

Our society has been trying to introduce the detective system since 1999, but due to the difference between the opposing position and the disagreeing position in the introduction of the detective system, only the Korea detective system is not legally recognized. However, at the time of debate on the system of accredited detectives at the government level, many citizens are deeply interested in the official detectives. Therefore, this study intends to confirm the recognition of the introduction of the accredited detective system and further to the scope of work and the educational institutions of the accredited detective. As a result, 75% of respondents and 24.9% do not approve the entry of certified detective systems. The reason for the approval was 37.8% with the highest number of illegal acts such as voiced errand centers and heels. 57.3% of the certified detectives work was finding runaways and finding missing children. In education, 71.6% of the associations were detectives, 61.9% were less than 6 months old, and 37.7% were certified detective investigative techniques. In addition, employment (77.9%) was preferred to start-up (16.0%) when introducing the certified detective system. There is some need for a reliable system of evidence in our society. However, it will be necessary to systematically prepare for the damage that may occur when introducing the accredited detective system, centered on disagreement with the accredited detective system. Therefore, in introducing the accredited detective system, it is necessary to establish a system to cooperate with the police with the police through systematic and specific preparation for related laws, institutionalization and education
