국문 초록

경찰의 존재목적인 국민의 생명과 신체를 보호하고 사회의 안녕과 질서를 유지하기 위한 방안으로 경찰조직은 오랫동안 경찰인력의 증원을 요구해왔으며, 현재도 꾸준히 경찰공무원의 총원을 확대해 가고 있다. 그러나 그 효율성에 있어서는 지속적으로 의문이 제기되어 왔다. 본 연구는 경찰조직을 구성하는 경찰인력의 절대적인 양적 증가만이 경찰 본연의 임무를 달성하는데 최선의 방법이 아닐 수 있다는 문제의식에서 시작되었으며, 현재 상황에서 가장 효율적인 경찰조직의 인력운용방안을 모색하는 것을 목적으로 하였다. 인력재배치에 대한 이론적 검토와 경찰의 인력운용 현황분석을 통해 문제점을 도출하고, 이를 토대로 경찰공무원의 현장재배치를 위한 구체적인 대안과 효율적 인력운용을 위한 개선방안을 마련하고자 하였다. 이러한 논의를 바탕으로 경찰공무원의 현장배치 원칙의 확립과 업무처리방식의 개선, 경찰조직 내 일반직 공무원의 규모 확대와 처우의 개선, 경찰조직 내 고용의 유연성 확보방안의 마련, 현장근무를 기피하는 조직문화의 개선과 정체성 재정립 등을 정책적 대안으로 제시하였다.

영문 초록

Police have long demanded the increase of police personnel to achieve the purpose of the police, and they are still steadily increasing police personnel. However, the efficiency has been questioned continuously. This study started with the awareness that the absolute quantitative increase of police personnel constituting the police organization may not be the best way to achieve the original mission of the police. And the purpose of this study is to find the most efficient manpower management plan of police organization in the current situation. The study tried to find out the problems through theoretical review of personnel relocation and analysis of the current situation of police manpower management. Based on this analysis, the study tried to prepare a plan for the relocation of police officers to the field and to improve the efficient manpower management. Based on these discussions, the establishment of the principle of on-site deployment of police officers and improvement of work handling methods, improvement of the number and treatment of ordinary officers in the police organization, preparation of measures to secure flexibility in employment, improvement of organizational culture and re-establishment of identity were proposed as alternatives.
