국문 초록

최근 글로벌 물류시장에서는 4차 산업혁명의 기술을 현장에 적용하여 생산성의 향상은 물론 비용절감, 고객서비스수준을 획기적으로 개선하고 있다. 이와 더불어 글로벌 물류의 전초기지를 담당하고 있는 세계적인 항만들도 4차 산업혁명에서 활용되고 있는 기술을 항만운영 및 항만물류 산업에 적용하기 위하여 최선의 노력을 기울이고 있다. 세계 선진항만들은 4차산업혁명 기술을 현장에 적용함으로써 생산성과 효율성을 높이고 있다. 스마트항만이라는 이름으로 장기기본계획을 수립하여 추진하고 있으며 장기적이고 전략적인 과제로 추진하고 있다. 이에 비하면 우리나라 항만의 경우 4차 산업혁명기술의 항만도입이 시기적으로 늦었을 뿐 아니라 국가적인 차원에서 추진되지 못하고 있다. 주역을 담당해야 할 항만공사들은 각자의 입장에서 접근하고 있어 우리나라 항만의 지속가능성의 확보와 장기적인 생존 경쟁력에 지장을 초래할 것으로 우려되고 있다. 우리나라 항만에 산업혁명 기술을 도입하기 위해서는 우선적으로 국가적인 중장기적인 정책의 추진이 중요하다. 국가적인 차원의 기본계획으로 추진하는 동시에 각 항만공사나 지방해양수산청을 지원하여야 한다. 특히 기초적인 자료수집 역할을 수행하게 될 IoT기술과 빅데이터 기술의 추진이 선행될 필요가 있다. 아울러 블록체인 기술의 경우 화주와 선사 및 해운기업, 항만 기업 등 다수의 당사자가 신뢰성을 가지고 협력하는 시스템이므로 항만공사가 참여하는 경우 항만의 운영관리에 매우 유용한 소통과 비용절감이 가능하므로 시급히 추진하여야 한다.

영문 초록

Purpose : Recently the global logistics industry has improved and enhanced the productivity, costs reduction and customer satisfaction surprisingly by adapting the technologies of 4 th industrial revolution such as big data, information communication technology, artificial intelligence technology etc. into the logistics industry. Research design, data, methodology : At the same time leading global port authorities such as Port of Singapore, Port of Rotterdam, Port of Shanghai etc have been endeavoring to apply the 4 th industrial technology into port operation and port logistics industry in order to increase the productivity and efficiency in the logistic process as a name of smart port construction. Results : However, the 4 th industrial revolution technology has not been nearly applied to the shipping and port logistics industry in Korea as a national level in time. Because the main port authorities approach the technologies as an individual dimension not an integrated level, it is worried that the sustainability and long term suvival could not be attained in considering that none of the new technologies are not tested in port area except the big data technology in Busan port. Conclusions : In order to introduce the new technologies in the port logistics industry it is urgent that the ministry of maritime and fisheries establish the long term basic design in applying the 4 th industrial revolution technologies such as IoT, big data, blockchain, AI, drone technology which are even not tried now.
