경산자인단오제 전승환경 변화에 대한 탐색

국문 초록

이 글은 2016년부터 시행된 무형문화재 보전 및 진흥에 관한 법률 (이하 무형문화재법)이 가지는 의미를 살펴보고 법 시행에 따른 국가무형문화재 제44호 경산자인단오제 전승환경의 변화에 대해 전망을 해보고자 하였다. ‘경산자인단오제’는 1971년 중요무형문화재 제44호로 지정되어 자인 지역민을 중심으로 전승해 온지 올해로 47년째가 된다. 중요무형문화재 지정 이후 47년의 역사 동안 전승환경에 있어서 두 차례 변화가 있었다고 볼 수 있다. 첫번째는 중요무형문화재 ‘한장군 놀이’에서 ‘경산자인단오제’로 명칭이 변경된 것이다. 두 번째는 무형문화재를 규정하던 법이 문화재보호법(1962년 제정)에서 무형문화재법(2015년 제정)으로 변화한 것이다. 전 지구적 차원에서 규정되고 있는 무형유산정책의 변화의 흐름을 수용하여 ‘원형’개념이 새로운 입법을 통해 폐기되고 ‘전형’개념이 등장하면서 무형문화재 전승환경은 1962년 문화재보호법 시행 이후 55년 만에 구조적 변화에 직면하고 있다. 이 글에서는 이러한 지점에 관심을 가지고 무형문화재법 시행에 따른 전승환경의 변화에 주목하여 경산자인단오제의 전승현장에서 발생할 수 있는 변화를 탐색하고자 하였다.

영문 초록

The purpose of this article is to examine the meanings and implications of the Act on the Safeguarding and Promotion of Intangible Cultural Heritage(hereinafter referred to as the Intangible Cultural Heritage Act ), which was enacted in 2016, and to forecast the expected changes in transmission environment of Gyeongsanjain Dano Festival, national intangible cultural heritage No.44. Designated as national intangible cultural heritage No.44 in 1971, the ‘Gyeongsanjain Dano Festival’ celebrates its 47th anniversary this year. Since its designation as one of the major national intangible cultural heritage, it has undergone two significant changes in terms of transmission environment for the past 47 years. First, the name of the intangible cultural heritage changed from ‘Hanjanggun Nori’ to ‘Gyeongsanjain Dano Festival’. Second, the governing law for the intangible cultural heritage changed from the Cultural Heritage Protection Act (enacted in 1962) to the Intangible Cultural Heritage Act (enacted in 2015). With the emergence of the concept of ‘essential form’ while discarding the concept of ‘original form’ as part of effort to embrace the universal change in policies dealing with intangible cultural heritage, the transmission environment of intangible cultural heritage is faced with structural changes in 55 years following the enforcement of the Cultural Heritage Protection Act in 1962. Against this backdrop, this article keeps a close watch on this unplanned event and intends to explore the changes that are expected in terms of transmission environment of Gyeongsanjain Dano Festival with focus on changes in transmission environment following the enactment of the Intangible Cultural Heritage Act.
