국문 초록

학교전담경찰관 제도가 한국에서 시행된 지 수년이 지났지만, 아직 이 제도에 대한 연구는 제도적/법률적 연구가 대부분이고 경찰관을 대상으로 수행한 실증연구는 많지 않다. 이 연구는 이러한 부분을 보완하고자 학교전담경찰관에게 그들의 역할과 업무에 대한 인식을 설문하고, 이 결과를 미국의 설문자료와 비교 및 분석하였다. 혼합측정방법의 일환으로 설문조사를 보완하기 위해 심층 면접을 병행하여 연구결과의 타당도와 신뢰도를 제고하고자 하였다. 연구의 결과, 한국과 미국의 학교전담경찰관이 인식하는 역할과 주요 수행업무가 다소 상이함을 발견하였다. 미국의 경찰관들이 전통적인 경찰관의 역할에 보다 충실한 반면, 한국의 경찰관들은 상대적으로 강의와 상담 및 지원 등의 역할에 많은 노력을 할애하고 있었다. 이에 대한 논의를 바 탕으로 한국의 학교전담경찰관 제도가 안정적으로 정착하기 위해서 학교전담경찰관의 소속을 변경하고, 그들의 역할과 업무를 보다 명확하게 규정하는 노력이 정책적으로 추진되어야 함을 제시하였다.

영문 초록

School resource officer program has been introduced in Korea a few years ago, but the prior studies were mostly focused on legal aspects of the program without much information on empirical research. This research purports to address this vacuum of information by surveying school resource officers in Korea about their perception of roles and regular duties, and comparing the results with the survey of the officers in the U.S.. As an effort of mixed methods approach, the researcher employed both survey and in-depth interview of officers in order to improve the validity and reliability of the findings. According to the results, there were differences in the perceptions of the officers from the two countries. Officers in the U.S. spent more time in the traditional law enforcement role while their counterparts made efforts more on education and counselling. Police-makers in Korea need to consider deploying the officers separate from the metropolitan agency and defining their duties clearly in documents in an attempt to improving the program.
