국문 초록

이 논문은 전부(田賦)에 관한 12-13세기 중국의 경세담론을 공공철학(public philosophy)으로 재구성하는 것을 목적으로 한다. 남송대의 사상사는 흔히 이기ㆍ심성론을 중심으로 한 성리학(性理學)의 발흥기로 조명 받아왔다. 남송대 경세담론은 그러나 수백 종에 이르는 경서주석서, 다종의 역사서, 정부관료 및 지식인층의 주의(奏議)ㆍ시론(時論) 등을 통해 공공철학으로 심화되어 갔다. 구체적으로 토지제도 및 토지세에 관한 논쟁을 통해서 12-13세기의 사상가들은 사적소유와 분배정의 일반에 관한 정치철학적 입장을 정립해갔다. 이 논문은 토지의 소유와 분배에 관한 주희(朱熹, 1130-1200), 섭적(葉適, 1150-1223), 마단림(馬端臨, 약 1245-1322)의 상이한 입장을 분석하고, 섭적에서 마단림으로 이어지는 경세담론의 사상적 계보를 밝힌다. 궁극적으로는 성리학적 중농주의의 세계관과 공리주의적 방임주의의 역사관의 근저에 깔려 있는 정치철학적 차이점을 구명(究明)한다.

영문 초록

The purpose of this article is to reconstruct statecraft debates on land taxes in 12th-13th century China into a pubic philosophy on the private ownership of land. Existing studies on Chinese intellectual history has illuminated the Southern Song period as the formative era of Neo-Confucianism, and thereby focused rather excessively on its moral and ethical aspects. This article shows that Southern Song statecraft debates evolved into public philosophy through a proliferation of writings on government such as commentaries on the Confucian Classics, historical works, memorials, and policy proposals. More specifically, public discourses on the land tenure system and land taxes in 12th-13th century China established their political philosophical views on private property and distributive justice. By comparing and contrasting Zhu Xi (1130-1200), Ye Shi (1150-1223) and Ma Duanlin's (ca.1245-1322) views regarding the privatization of land and distributive justice, this article inquires into the fundamental differences between the two most influential schools of statecraft in 12th-13th century China; Zhu Xi's Neo-Confucian physiocracy vs. Ye Shi's utilitarian non-interventionism.
