노동시장 미스매치의 현황과 일자리 정책

국문 초록

한국노동시장에서 미스매치문제는 상당기간 심각하게 지속되고 있는 가운데, 지난 수년간 정부는 미스매치를 해소하기 위하여 다양한 정책적 노력을 경주해왔다. 본 연구의 목적은 그러한 정책들이 미스매치를 어느 정도 해소했는지 또는 그 구조를 변화시켰는지를 실증적으로 확인하고자 하는 것이다. 분석결과는 경제성장에 따른 일자리 창출이 부족하다는 현상의 원인이 일자리 자체의 부족인지 일자리와 구직자들간의 결합이 원활하지 않은지에 대한 질문에 대한 부분적인 답을 줄 것이다. 일자리 문제의 보다 중요한 원인이 전자인지 후자인지에 따라 그에 대한 노동정책의 초점은 달리 해야 될 것이다.

영문 초록

It has been pointed out that mismatch in labor market has been getting worse recently so that job creation is not enough even with the economic growth in Korean economy. Korean government has tried to reduce the mismatch in the labor market by implementing many labor policies and government expenditure. This paper attempts to see if such government policies have been successful so that mismatch has decreased recently. This paper attempts to address that issue by estimating the several kinds of mismatches, like age, education. wage, occupations and regions. It is shown that most types of mismatches except educational one have got worse, implying that labor policies have not been so effective in reducing the mismatches. Other types of mismatches like occupational, wage and regional ones still exist in Korean economy, not improved over the times of sample periods. It suggests that Korean government may need other approaches different from the old one. Labor policies prohibiting such discriminatory hiring practices might be useful in resolving the mismatches. It would be useful to identify the more specific reasons for each type of mismatch in the future study.
