국문 초록

지방의 인적자원의 유출은 지역경제의 활력을 떨어트리고 성장잠재력을 약화시킨다고 할 수 있다. 본 연구에서는 우리나라 부산지역의 인력유출 현황을 살펴보고 이러한 유출이 어떠한 요인에 의해 결정되는가를 실증분석해 보고자 한다. 아울러 이러한 인적자원 유출의 불균형을 해소하기 위한 지역의 전략을 모색한다. 분석결과, 수도권으로의 인력유출이 대학진학을 위해 그리고 대학졸업 후 취업을 위해 꾸준히 이루어지고 있으며, 미래소득(임금)이 고용가능성 보다는 더 중요한 결정요인인 것으로 분석되고 있다. 따라서 지역의 인적자원 유출을 막기 위해서는 지방 중소기업의 초임을 실질적으로 높일 수 있도록 지원정책을 마련하고 공공기관의 지역인재 채용을 활성화해야 할 것이다. 아울러 고급 인적자원을 위한 별도의 정보관리 및 중개시스템 구축을 검토할 필요가 있어 보인다.

영문 초록

The economic vitality and growth potential could be weakend by the out-migration of the human capital of the regional area. This paper analyzes the current trends of the out-migration of the human capital in Busan metropolitan area in Korea and try to find out the determainants of the human capital migration. In addition to these, we suggest the soulution to the problems caused by the out-migration in the area and reduce the out-migration rates. Some of the main results are the first out-migration are caused when they are highschool graduates entering college and the second trend occured when they are trying to get a job. The main deterπiinant was the future income (i.e., wage) rather than the employability. To reduce the high rate of out-migration, the regional government would do better to surpport the real wage of small size enterprise of the area. And also, the government would do better to establish a center for job matching for the job-seeker and the job vacancy for the high quality human capital.
