외국의 평생학습도시 비교연구

국문 초록

21세기는 다변화사회로 기술혁신의 변화, 산업․직업구조의 변화, 노동시간의 단축과 여가의 증대를 가져왔다. 또한 인구구성의 변화, 가정기반의 변화, 지역기반의 변화도 가져왔다. 이러한 사회변화에 대처하고 적응하기 위해서는 지속적으로 학습을 하여야 한다. 그러나 산업구조의 급속한 변화, 직업세계의 변화 그리고 폭발적으로 생성되는 지식과 정보를 습득하고 활용하기 위해서는 학교교육만으로는 해결할 수 없다. 게다가 인간 수명의 연장으로 인하여 사람들은 평생 동안을 새로운 지식과 정보를 습득하고 학습하지 않으면 안 되는데 그나마도 학교교육의 기회를 놓친 사람들과 소외된 자들은 지식과 정보습득의 기회마저도 갖지 못하게 된다. 그러므로 사회변화에 대처할 수 있는 지식을 신속하게 습득하고, 교육 소외자들에게 학습참여의 기회를 제공해 주고, 길어진 삶의 기간동안 끊임없이 학습하기 위해서는 무엇보다도 사회 전체가 학습의 장으로 전환될 때 가능하다. 따라서 모든 기관과 조직․집단이 교육과 학습의 기능을 분담하고, 교육․학습활동을 전개하면서 누구든지․언제․어디에서나 평생에 걸쳐 배울 수 있도록 학습환경이 조성된 사회가 필요한데 이러한 이상적인 사회가 바로 평생학습사회이다. 본 연구는 현재 외국에서 추진되고 있는 평생학습도시들을 비교분석하여 이를 토대로 우리나라의 평생학습도시 사업에 주는 시사점을 도출하고자 한다.

영문 초록

In view of the emphasis of localization in government policies, creating a Lifelong Learning Society and success of the Lifelong Learning City project in this country depends on the active participation of local autonomous entities, requiring the project to be undertaken by the local governments. The present study comparatively analyze such projects in developed countries for the purpose of identifying certain elements restraining such projects. For this purpose, this study shows following suggestions for the successful undertaking of projects in that area. Following is the key elements found from the comparative studies of the Lifelong Learning City systems: 1. Backgrounds and goals of the project Most of the developed countries like England, Denmark Sweden, France and Germany carry out Lifelong Learning Cities project which regenerate local economy and overcome the economic crisis. However, Japan carry out Lifelong Learning City project which revitalize local culture. This projects run by the local autonomous entities like local government, city council, community college and WEA. 2. Strategies Lifelong Learning Cities in developed countries have formation of the network of related agencies. 3. Contents and Methods of education Universities, learning centers and libraries open various curriculums, such as IT, vocational, sports, arts, language and health education. As a result, following suggestions are made based upon the analysis: First, presenting unique value as learning communities; Second, requiring the voluntary participation by the local residents; Third, formation of the network of related agencies; Fourth, running the program which is planned by the learner; Fifth, providing learning atmosphere in the communities by opening festivals and publishing the guide books.
