국문 초록

한국과 중국은 2차 세계대전 이후 베이비붐으로 인한 ‘급격한 인구증가’가 식량, 자원, 주택문제뿐만 아니라 구직난, 교육난을 가중시켜 정치·경제·사회적으로 현대화하는데 장애가 된다고 판단하였다. 본 논문은 한국과 중국이 1960년대 현대화 과정에서 실시한 산아제한 정책이 30여 년 동안 큰 성공을 거두고 저출산·고령화 사회로 진입하면서, 질적으로 다른 인구정책의 변화를 시도하게 되는 것에 주목하고 있다. 한국과 중국의 산아제한 정책에 대한 비교연구와 평가가 양국의 장래 인구정책의 대안을 수립하는데 시사점이 있다고 생각되었기 때문이다. 본 논문의 구성은 다음과 같다. Ⅱ장에서는 한국과 중국의 산아제한 정책을 이론적 배경과 정책적 배경으로 나누어 서술하고 Ⅲ장에서는 한국과 중국의 산아제한 정책의 성과 및 특징을 3低 현상―즉, 낮은 인구성장률, 낮은 출생률, 낮은 사망률―과 인구 구성비의 불균형― 연령대별·성별 구성비―으로 나누어 살펴보고 있다. Ⅳ장에서는 한국과 중국의 피임시술방법을 비롯한 산아제한 기술의 특성과 낙태와 관련된 모성건강에 대해 논하고 있다. 그리고 마지막 결론에서는 한국과 중국의 산아제한 정책이 남긴 문제와 장래 인구정책의 방향을 모색한다. 또한 국가나 집단보다 개인의 행복을 추구하는 21세기의 인구정책은 한 국가나 개인에 있어서 장래를 결정짓는 상당히 복잡하고도 종합적인 고려가 필요한 문제임을 지적하고 있다.

영문 초록

Korea and China, as the population rapidly increases during baby boom after the second world war, decided that the population was an obstacle to modernizing politically, economically and socially due to problems of foods, resources, housing as well as difficulties in getting jobs and being educated. This paper focuses on the fact that Korea and China are trying to change population policies, qualitatively different from those in the past, as their societies plunge into low-birth and ageing societies after their successful birth control policies which has been enforced from 1960's for the past 30 years. Because the author thought that a study through comparison between and evaluation of Korea and China birth control policies would provide lots of suggestions in making and exchanging alternative plans for the future population policies of both countries. This paper is composed of followings. Chapter Ⅱ describes Korean and Chinese birth control policy respectively from the standpoint of theoretical and political background. Chapter Ⅲ discusses the result and characteristics of Korea and China birth control policies after dividing them three-low phenomena - low population growth rate, low birthrate, low death rate -unbalanced population composition ratio - composition ratio by gender and age. Chapter Ⅳ points out characteristics of Korea and China birth control including a contraceptive operation method and female health related to abortion. And in Conclusion, the author discusses problems of Korea and China birth control policy and direction toward future population policies, also points out that the population policy of the 21st century is a very important one which decide the future of an individual or a country, and thus comprehensive consideration must be given to the policy.
