국문 초록
본 연구에서는 먼저 우리나라의 영⋅유아보육 및 유아교육 정책의 역사적 변천과정을 시대적 상황 및 변화에 따라 분석 기술하고, 외국의 사례와 영,유아보육계와 유아교육계의 각각의 입장에 따른 논쟁점을 살펴보고, 이를 토대로 향후 우리나라 영⋅유아보육 및 유아교육체제의 통합가능성을 제시하는데 의의를 두었다.
영문 초록
The policy for the early childhood care and education and for the relevant pre-school education in our country, has been attained amid confusion in the policy called the integration and differentiation in early childhood care and early childhood education, based on the viewpoint that early childhood care and early childhood
education are different. In the system of integration in the policy for early childhood care and relevant education, a matter about where to put the target of policy-making, is a starting point in the conflict of both parties, and simultaneously, is a subject that needs to be solved. Given seeing the beneficiary in this policy
project as pre-school children, it needs to be regarded as a problem of early childhood care and education, given seeing it as parents in charge of early childhood care, it is a problem of women, and given seeing it in relation to the employed mother, it needs to be regarded in the position of a worker. This difference in vision
has caused the inevitable conflict between Ministries related to policy.
In regards to the above, it tries to seek for the implication in the policy for the early childhood care and the relevant early childhood education in our country after this, by examining situations of conflict in policy-making amid the process of a change in policy, and by searching for characteristics and a flow of policy.
In this study a consideration was made of the process of early childhood care having developed in a different way from policies for education for pre-school children from 1948 when Korea established its government to today. It also aimed to investigate the conflicts taking place in the process of policy setting as well as
related policies. Finally, the policies regarding early childhood care and education for pre-school children were discussed in light of increasing birth rates in today's aging society with low birth rates and of management of national workforce for their implications.
First, the policies of early childhood care and education for pre-school children were compared by the periods. In particular, a focus was placed on the time when the government started intensive policies of education for pre-school children(it was in 1980. Former President Jeon Du-hwan emphasized the importance of education for pre-school children and ordered to create the major of education for pre-school children in universities and community colleges and build up more kindergartens). And the conflicts between early childhood care and education for pre-school children were examined. Second, France and Sweden that were highly advanced in care were compared with Japan, which went through similar developments to Korea, in terms of early childhood care and education systems for pre-school children. The comparison also resulted in implications that could serve
as basic data for Korea's establishing policies of early childhood care and education for pre-school children. Based on the discussion, the following suggestions were made:
First, the paradigm of care and education should be changed.
In the study, the concept of care was designed as follows; thus, it's likely that 'care' and 'education' could be integrated in common policies. That is, the fundamental philosophy of integration can be education through care, and care through education.
In such a way, the current double administration systems of education for pre-school children and early childhood care can be connected.
Second, the facilities and functions should also be integrated.
The old kindergartens need to reinforce the functions of care which can cause integration of functions and integration of facilities for preschoolers.
Third, an agency devoted to education for pre-school children and early childhood care should be set up.
The agency will reach an agreement on legal foundation regarding integration of care and education processes, connection of the processes to obtain a teacher's certificate, and
