국문 초록

  지적관련법제의 지속가능성 평가모형은 생소한 개념이자 이론적으로 정립되지 않고 비체계적으로 지속가능성에 접근을 시도하는 실정이다. 따라서 본 연구는 지적관련법제의 지속가능성 평가에 관련된 이론 및 현황을 검토하여 객관적이고 합리적인 평가모형을 설계하는 것이다. 이러한 목적을 달성하기 위하여 지속가능성의 개념, 지적과의 관계, 지표설정의 기본체계 등을 이론적으로 검토하였고, 이를 기반으로 평가모형은 DPSER의 구조에 부합하는 평가영역을 법의 목적, 토지용도변화, 토지관리변화, 토지관리의 과학적 관리로 구분하고, 이에 따른 평가기준 및 지표를 설정하였다. 평가모형의 타당성은 지속 가능한 관리의 인식, 토지이동의 정도, 불부합지의 발생, 정보시스템의 연계를 대상으로 검토하였다.

영문 초록

  The model for sustainability evaluation of cadastre-related laws has not been addressed in structured manner because this is a new relative concept and this is not stabilized in institution. The purpose of this study is to provide an objective and rational model that reinforce an evaluation of sustainable development by examining the theory and actual condition of sustainability and evaluation. To achieve the research objective, I have reviewed the concept of sustainability, the relationship with cadastre and the basic structure of indicators. An evaluation model established with criteria and indicators to realms that would practically analyze and evaluate the eternal fitness of low, the change of land use, the change of land management and the systematic management of land. The feasibility of evaluation model has been reviewed in terms of indicators that performed (e.g. the perception of sustainable management, the change of land alteration, the discovery of cadastral non-coincidence and the connection of information system).
