국문 초록

  유럽의 통화통합과정에서 가장 중요한 역할을 수행해 온 나라는 독일과 프랑스이며 이들 양국의 정치ㆍ경제적 이해관계는 유럽통화통합계획을 수립하는데 결정적인 영향을 미쳤다. 프랑스를 비롯한 대부분 EU가맹국들은 통화통합을 수립하는 과정에서 자국의 경제적 이해관계를 통화통합계획에 반영하려고 노력하였다. 그러나 독일만은 다른 가 맹국들의 입장과는 다소 차이가 있었다. 즉, 유럽의 경제통화동맹(EMU) 계획이 수립된 이후까지만 해도 유럽통화통합에 대한 독일의 정책은 1차적인 목표인 지정학적 목표를 달성하는데 통화통합이 이용될 수 있다고 인식한 독일의 외교정책연합(the foreign policy coalition)에 의해 추진되었다. 그 지정학적 목표란 바로 독일의 인접 유럽제국들 특히 프랑스와의 안보갈등을 해소하기 위해 독일을 유럽기구들 속에 참여시키는 것이었다.   그러나 마스트리트 조약이 서명된 이후부터는 외교정책연합보다는 국내의 경제적 이해관계자들과 국가재정당국자들로 구성되는 통화안정연합(the monetary stability coalition)이 유럽통화통합에 대한 독일의 정책을 형성하는데 주도적 역할을 담당하였다. 이와 같이 마스트리트 조약 서명 후 유럽통화통합에 대한 독일의 정책결정에 있어서 국내의 경제적 이해관계들이 지정학적 이해관계들보다 우선시 되었다는 점에서, 독일의 통화통합정책은 프랑스 등 다른 유럽통화동맹 가맹국들의 정책과 유사하다고 할 수 있다. 그리고 독일은 외교정책 연합이 가장 중요한 목표로 인식해 온 독일의 통일을 이미 달성하였기 때문에 향후 통화통합문제에 대해서는 자국의 경제적 이해관계를 보다 적극적으로 반영하려고 할 것이기 때문에 프랑스에 보다 덜 협조적일 것으로 전망된다.

영문 초록

  In this study, we examine the political and economic interests of Germany and France in the planning process of European monetary integration(EMI). This study has found that the important decisions of EMI were made by the axis of cooperation between Germany and France and German policy on EMI has been shaped by the relative power of two broadly-defined policy coalitions, the foreign policy coalition and the monetary stability coalition.   German policy on EMI was driven by the foreign policy coalition who wanted to use integration to achieve her geo-political goal, an improvement of relation with France. But after the signing of the Maastricht Treaty, the monetary stability coalition have taken the lead in shaping German policy on EMI, with the foreign policy coalition playing a secondary role. This is because the foreign policy coalition has accomplished one of its important goals, the German unification.   What these findings mean is that the German government will be a less cooperative partner with the French government in European monetary affairs from now on.
