고교학점제 시행에 따른 고등학교 종교교육의 현황과 과제: 기독교학교(개신교)를 중심으로

국문 초록

[연구 목적] 본 연구의 목적은 2025 개정 교육과정과 함께 도입된 고교학점제 시행으로 인한 고등학교 종교교육의 현황(실태분석)을 검토하고, 종교교육 활성화를 위한 과제(대안모색)를 제언하는 것이다. [연구 내용] 본 연구에서는 종교교육의 제도적 맥락을 이해하기 위해 해방 이후부터 2022 개정 교육과정에 이르기까지 국가 교육과정 속 종교 교과의 변천 과정을 살펴보았다. 특히 ‘종교학’에서 ‘삶과 종교’로의 전환이 갖는 교육적 의미를 분석하고, 기존 실태조사 자료(2016, 2018, 2023년)의 비교를 통해 고교학점제 이전까지의 종교교육의 현황과 과제를 종합하고, 고등학교를 대상으로 한 긴급 간이 설문조사를 실시하여, 교목실 운영, 종교 수업 시수, 고교학점제 이후 교목실 총인원과 종교 수업 시수 변화, 종교교육 활성화가 어려운 이유와 대안을 검토하였다. [결론] 본 연구의 결론은 다음과 같다. 첫째, 정책적 차원에서 학교의 중핵 교육과정(건학이념 과목)을 필수로 가르칠 수 있도록, ‘학교 교육과정의 자율성 비율을 높이는 것’이 필요하다. 둘째, 연합기구 차원에서 ‘다양한 선택과목을 만들어 개설할 수 있도록 지원’할 필요가 있다. 셋째, 다양한 과목 개설을 위한 지원 뿐 아니라, ‘정부와 교육청을 상대로 소통할 창구의 일원화’도 필요하다. 넷째, 학교 차원에서는 학교의 정체성과 건학이념을 지키려는 의지와 창의적인 노력이 필요하다. ‘교과’를 통한 종교교육이 한계에 부딪힌다면, ‘교과-비교과의 토탈 커리큘럼’ 구상에 대해서도 좀 더 구제적으로 고민하고 기획할 필요가 있다.

영문 초록

[Objective] The purpose of this study is to examine the current state of religious education in high schools following the implementation of the high school credit system introduced alongside the 2025 revised national curriculum, and to propose measures (alternative strategies) to revitalize religious education. [Contents] To understand the institutional context of religious education, this study reviews the historical development of religion-related subjects in Korea’s curriculum, focusing on the shift from “Religious Studies” to “Life and Religion.” It also analyzes survey data from 2016, 2018, and 2023 to examine pre-reform conditions. Furthermore, an emergency survey was conducted among high schools to examine chaplaincy office operations, the number of religious education class hours, changes in chaplaincy staffing and instructional hours following the implementation of the high school credit system, and to explore the challenges and possible solutions for revitalizing religious education. [Conclusions] As a result, At the school level, a strong commitment to preserving the school’s identity and founding mission, along with creative efforts, is essential. If religious education through formal subjects faces limitations, it is necessary to more concretely consider and design a “total curriculum” that integrates both curricular and extracurricular approaches.
