국문 초록

본 연구는 7년 차 추진되고 있는 제주이해교육 운영의 전반적인 성과와 과제에 대한 인식을 분석하고, 이를 바탕으로 정책적 시사점을 제시하는 데 목적이 있다. 이러한 연구목적을 달성하기 위해 제주도내 초·중등학교에 재직 중이며 제주이해교육을 실제로 운영하는 당사자 교원과 이를 행정적·재정적으로 지원하는 교육청 관계자를 대상으로 설문조사를 실시하였다. 설문조사는 2023년 9월 11일부터 9월 22일까지 온라인으로 진행되었으며, 최종 분석대상은 총 218명이었다. 본 연구의 주요 결론은 다음과 같다. 첫째, 제주이해교육 관련 전문성 향상을 위해 연수체계를 고도화하고 다양화해야 한다. 둘째, 제주이해교육 운영의 긍정적인 성과를 더욱 지속적으로 향상하기 위해서는 교육청의 행·재정적인 체계를 효율화할 필요가 있다. 셋째, 제주이해교육 운영을 보다 바람직한 방향으로 개선하기 위해서는 교육청의 정책 혹은 관련 제도의 개선도 필요하지만, 무엇보다 학교현장의 요구에 부합하는 실천 중심으로 초점이 전환되어야 한다. 넷째, 제주이해교육 운영의 목적을 효과적으로 달성하기 위해서는 제주도내 각급 학교에서 학교구성원의 변화를 고려하여 제주이해교육의 필요성과 중요성을 충분히 이해시켜 나가야 한다. 본 연구의 결과는 제주이해교육의 운영을 효과적으로 개선하는 데 활용될 것으로 기대된다.

영문 초록

This study aims to analyze perceptions of the overall outcomes and tasks associated with the implementation of Jeju Understanding Education, which has been in operation for seven years, and to derive the relevant policy implications based on this analysis. To achieve it, a survey was conducted among two key stakeholder groups: teachers currently employed at elementary and secondary schools in Jeju who are directly involved in the implementation of Jeju Understanding Education [JUE], and officials from the provincial Office of Education who provide administrative and financial support for JUE. The survey was conducted online from Sept. 11 to Sept. 22, 2023, with a final data of 218 respondents. The major conclusions of the study are as follows. First, in order to enhance professional competencies related to JUE, the current teacher training system should be further developed and diversified. Second, to further enhance the positive outcomes of JUE in a sustainable manner, it is necessary to improve the efficiency of the administrative and financial systems of the Office of Education. Third, while improvements in related policies or institutional structures at the Office of Education level are important, the focus should shift toward practice-centered approaches that reflect the actual needs of schools. Finally, to effectively achieve the goals of JUE, it is necessary to promote a shared understanding of its importance and necessity among school members across all levels, taking into account member changes in schools. The findings of the study are expected to contribute to the more effective operation and continuous improvement of JUE.
