김정은 시기 북한군의 주요 활동 변화 연구 : 비군사활동을 중심으로

국문 초록

김정은 시기 북한군은 ‘2013년 경제ㆍ핵무력 병진노선’, ‘2017년 6차 핵실험 및 ICBM 시험발사 후 핵무력 완성 선포’, ‘2018년 경제건설 총력집중 노선’ 등을 통해 군의 고도화·과학화를 추진했으며, 그 과정에서 국가 발전을 위한 북한군의 비군사활동은 다양한 공간에서 활용되었다. 김정은은 군 고도화 과정에서 발생한 전투병외 잉여병력을 국가 경제 및 사회발전 현장에 적극적으로 활용하여 주민들의 생활 공간을 개선하고 주요 자연 및 보건 재해 위기에 대처했다. 첫째, 김정은은 ‘사회주의문명국건설’ 목표를 제시하고 주민 여가시설 건립에 북한군을 투입하여 주민 생활공간을 개선했다. 둘째, 2017년 핵무력 완성 이후 김정은은 2018년 ‘경제건설총력집중 전략노선’을 제시하고 군을 활용하여 삼지연시, 양덕온천, 원산갈마해안 관광지구 등을 신속하게 개발했다. 셋째, 코로나19팬데믹 보건위기 시기 북한군은 사회통제 및 관리 역할을 수행하면서 국가 위기 극복에 기여했다. 넷째, 대규모 수해 대응 및 복구 과정에서 북한군은 2차 피해를 예방하고 이재민 보호 및 지원 역할을 수행했다. 김정은 집권 이후 북한군의 비군사활동 증가로 새로운 살림집 및 주요 편의시설이 건립되고 보건 및 수해 위기 과정에서 군의 신속한 대응과 복구로 피해가 최소화되면서, 김정은에 대한 리더십은 지속 제고되었다.

영문 초록

During the Kim Jong-un era, the North Korean military promoted the advancement and scientification of the military through the ‘2013 parallel development of economic and nuclear forces’, ‘2017 declaration of completion of nuclear forces after the 6th nuclear test and ICBM test launch’, and ‘2018 all-out economic construction concentration line’. In the process, the North Korean military’s non-military activities for national development were utilized in various spaces. Kim Jong-un actively utilized the surplus non-combat troops generated during the military advancement process in the national economic and social development field to improve the living spaces of residents and respond to major natural and health disaster crises. First, Kim Jong-un presented the goal of ‘building a socialist civilized nation’ and deployed the North Korean military to build leisure facilities for residents to improve the living spaces of residents. Second, since the completion of nuclear forces in 2017, Kim Jong-un presented the ‘2018 all-out economic construction concentration strategic line’ and utilized the military to quickly develop Samjiyon City, Yangdok Hot Springs, and Wonsan Kalma Coastal Tourist Area. Third, during the COVID-19 pandemic health crisis, the North Korean military played a role in social control and management, contributing to overcoming the national crisis. Fourth, during the large-scale flood response and recovery process, the North Korean military prevented secondary damage and played a role in protecting and supporting the displaced. The increase in non-military activities of the North Korean military during the Kim Jong-un era led to the construction of new housing and major convenience facilities. As the military’s rapid response and recovery during the health and flood crisis minimized damage, Kim Jong-un’s leadership continued to improve.
