문화로서의 보훈, 보훈문화 정착 방안 연구 : 독립운동가 보훈을 중심으로

국문 초록

보훈은 국가 경쟁력 제고와 시민 삶의 질을 담보하는 가치임에도 우리 일상의 문화적 현상으로 인식되지 못하고 있다. 반면, 일제강점기 당대인들의 저술과 대한민국 임시정부에서 시행한 항일독립운동가 존경과 선양 행위를 보면, 이미 이 시기 ‘보훈’이 기록과 법제화로 일상화되었다. 그러나 해방 이후 ‘보훈’이 군사정권의 정당성 확보를 위한 정치적 이슈로서 작동하면서 일상과 괴리되었다. 1980년대 이르러 국가보훈처의 탄생으로 본격적으로 국가보훈이 제도화되고 보훈이 문화로서 인식되기 시작했다. 보훈이 일상에서 시민들의 삶에 영유되는 하나의 문화로 정착되기 위해서는 제도적인 개선과 의식적인 개선이 필요하다. 제도적으로 독립유공자 유족의 범위를 보상과 별도로 3대 이상으로 확장하여 보훈의 대상을 계승하고, 1945년 8월 15일 전후 독립운동가 당사자의 사망 여부에 따른 보상금 지급 기준을 3세대로 통일해야 한다. 의식 개선을 위해서는 ‘보훈문화’에 대한 개념 연구와 개념사 정리, 보훈을 문화현상으로 이끌어갈 수 있는 강력한 의지와 국가보훈부 내 관련 전문가 배치가 필요하다. 더불어 가칭 ‘한국보훈문화진흥원’과 같은 ‘보훈문화’를 총괄하는 기관을 설립하여 선도해 나가야 할 것이다. 이상을 통해 보훈이 역사적 기억의 보존과 기념, 국민통합과 국가 발전을 견인하는 문화적 토대가 될 것이다.

영문 초록

Patriots and Veterans Affairs(Bohun) is a crucial value that enhances national competitiveness and ensures the quality of life for citizens, they have not been recognized as a cultural phenomenon in everyday life. In contrast, examining the writings of contemporaries during the Japanese colonial period and the acts of honoring and commemorating anti-Japanese Independence Movement Activists carried out by the Provisional Government of the Republic of Korea reveals that ‘Bohun’ had already been documented and institutionalized as a part of daily life during that era. However, after liberation, Bohun became a political issue used to legitimize military regimes, leading to a disconnect from everyday life. It was not until the 1980s, with the establishment of the Ministry of Patriots and Veterans Affairs, that Bohun were fully institutionalized and began to be recognized as a cultural phenomenon. For Bohun to take root as a cultural aspect of citizens' daily lives, both institutional and perceptual improvements are necessary. Institutionally, the scope of recognition for the families of Independence Movement Activists should be expanded beyond compensation to at least three generations, ensuring the continuity of Bohun benefits. Additionally, the compensation criteria for Independence Movement Activists should be standardized to three generations, regardless of whether the activist passed away before or after August 15, 1945. To improve public perception, research on the concept of ‘Bohun Culture’ and its historical development is essential. Furthermore, a strong commitment to promoting Bohun as a cultural phenomenon and the appointment of relevant experts within the Ministry of Patriots and Veterans Affairs are required. Additionally, the establishment of a central organization, tentatively named the ‘Korea Bohun Culture Promotion Institute(KBCPI)’ should be considered to lead and oversee these initiatives. Through these efforts, Bohun will serve as a cultural foundation for preserving and commemorating historical memory, fostering national unity, and contributing to national development.
