디자인 사고(Design Thinking)를 통한 특수임무유공자 정책 재설계에 관한 연구 : REACT 분석을 중심으로

국문 초록

본 연구는 특수임무유공자와 유가족 관점에서 정책 문제를 재정의하고, 형평성 있는 보훈 체계 구축 방안과 정책의 효과성 제고를 위한 정책 재설계 방안을 제시하는 것을 목적으로 한다. 구체적으로 디자인 사고와 REACT 분석을 활용하여 특수임무유공자 정책 문제를 체계적으로 탐구하였으며, 정책 수혜자 관점에서 정책을 설계함으로써 실효성을 제고하고자 하였다. 사례분석으로 정보가 풍부한 사례를 선정하기 위하여 목적 표집방법을 활용하였다. 즉, 뉴스, 다큐멘터리, 신문기사, 도서 등 2차 자료를 통해 사례에 적합한 내용분석을 수행하였으며, 분석 결과 특수임무유공자들의 국가폭력 피해, 제도적 보상, 명예 회복 필요성 등 총 5가지 이슈를 도출하였다. 정책 재설계를 위한 방법으로 Olejniczak et al,(2020)이 제시한 REACT(정책 문제 재정의, 상황 탐구, 문제 분석, 해결책 창출, 해결책 검증) 분석 틀을 활용하였으며, 분석 결과 특수임무 수행자 보상에 관한 법률 개정을 통한 보상 신청 기간 삭제 등 총 4가지의 정책 재설계 방안을 제시하였다. 연구의 함의로 첫째, 특수임무유공자에 관한 기존 선행연구들은 보상 및 지원 제도에 관한 연구들을 주로 수행하였으나, 본 연구는 정책 재설계를 위하여 기존 정책 및 제도의 문제점을 분석하고 이를 개선하기 위한 방법으로 사례분석과 REACT 분석을 수행함에 따라 이론적 확장에 기여하였다. 둘째, 정책의 공정성과 실효성을 확보하기 위하여 수혜자 중심의 정책 재설계 필요성을 강조하였고, 이러한 접근법을 통해 특수임무유공자 및 유가족을 위한 실효성 있는 정책을 제안함으로써 정책적 함의를 도출하였다. 셋째, 특정 지역이나 대상 그룹을 선정하여 제안된 정책을 시범적으로 운영함으로써 보훈 체계의 실효성을 검증하고, 이를 기반으로 정책을 점진적으로 확대 적용하는 방안을 제안함으로써 정책적ㆍ실천적 함의를 도출하였다. 이후 연구 한계 및 향후 연구 방향을 논의하였다.

영문 초록

This study aims to redefine policy issues from the perspective of special duty merit recipients (HUMINT) and their families, and to propose policy redesign measures to establish an equitable veterans’ support system and enhance policy effectiveness. Specifically, this study systematically explores policy issues concerning HUMINT using design thinking and REACT analysis, aiming to enhance the practical effectiveness of policies by designing them from the perspective of policy beneficiaries. For case analysis, a purposive sampling method was employed to select information-rich cases. Secondary sources such as news articles, documentaries, newspapers, and books were analyzed to extract relevant case insights. As a result, five key issues were identified, including state violence against HUMINT, institutional compensation, and the need for honor restoration. To redesign policies, the REACT framework proposed by Olejniczak et al. (2020) was applied, consisting of problem redefinition, context exploration, issue analysis, solution creation, and solution validation. The analysis resulted in four key policy redesign proposals, including the removal of the application period restriction for compensation through amendments to the Act on Compensation for Special Duty Personnel. The implications of this study are as follows. First, while previous studies on HUMINT have primarily focused on compensation and support systems, this study contributes to theoretical expansion by analyzing existing policy issues and proposing solutions through case studies and REACT analysis. Second, by emphasizing the necessity of beneficiary-centered policy redesign, this study proposes effective policy measures for HUMINT and their families, ensuring fairness and practicality in policy implementation. Third, a phased approach is suggested, where the proposed policies are first piloted in specific regions or target groups to validate their effectiveness before broader implementation. Finally, this study discusses research limitations and suggests future research directions.
