인공지능(AI)의 연령차별에 관한 연구: 노인차별을 중심으로

국문 초록

이 연구는 인공지능(AI) 일상화 시대이자 고령화 시대가 본격적으로 열리고 있는 시점에서, AI가 노인을 대상으로 연령차별을 하는 원인을 분석하고 정책적 대응방안을 찾는 데 목적이있다. 이를 위해 AI가 사람을 차별하는 원인을 개발자 요인, 데이터 요인, 사용자 요인의 3가지로 구분하였고, 연령차별이 발생하는 원인을 고정관념/편견, 제도, 기술, 문화/담론의 4가지로 구분하였다. 그리고 이를 종합하여 AI가 연령차별을 하는 유형을 12가지로 분류하였고, 국내외의 다양한 문헌조사와 사례분석을 통하여 AI가 일으키는 연령차별의 양상과 문제점 그리고 대응방안을 제시하였다. 특히 이 연구는 AI가 유발하는 연령차별을 거시적인 차원에서 종합적으로 이해하고 분류하여 분석할 수 있도록 ‘AI의 연령차별 유형 분류 틀’을 설정하였다는데 의의가 있다. 또한 국내 선행연구의 부재와 해외 선행연구의 부분적ㆍ미시적ㆍ기술적 연구로서의 한계를 고려하여 거시적인 관점에서 학술문헌과 회색문헌을 종합적이고 체계적으로검토하여 AI의 연령차별의 원인과 메커니즘을 12가지 유형별로 다양한 실제 사례를 들어 분석하였다. 이를 근거로 각 유형별로 연령차별을 예방하고 줄이기 위한 학술적·정책적ㆍ제도적 차원의 탐색적ㆍ시론적인 논의를 하였다. 마지막으로 AI가 연령차별을 하지 않는 공정하고 포용적이며 윤리적인 디지털 에이징 시대를 맞이하기 위해 AI 알고리즘의 보편적 설계, AI 학습 데이터 생산ㆍ수집ㆍ활용에서의 연령 대표성 확보, 제도적 차별의 알고리즘화 방지를 위한 제도혁신, AI의 연령차별에 관한 연구와 담론 확대 등의 실천적인 정책 대응방안을 제시하였다.

영문 초록

The era of artificial intelligence(AI) generalization and societal aging is beginning in earnest. This study aims to analyze the causes of AI Ageism among older adults and pro pose policy countermeasures. To this end, the causes of AI-driven discrimination were categorized into three factors: developer, data, and user. Similarly, the causes of societal ageism were classified into four categories: stereotypes/biases, institutions, technologies, and culture/discourse. By synthesizing these factors, this paper established the ‘AI Ageism classification framework’ to help understand, classify and analyze age discrimination caused by AI at a macro level. Subsequently, case analyses were conducted using various domestic and international literature surveys to identify patterns, issues, and counter measures for each type of AI ageism. In particular, due to the limitations of existing research in this area, not only academic but also gray literature were comprehensively reviewed from a macroscopic point of view. Based on this, exploratory and basic dis cussions were conducted at the academic, policy, and institutional levels to prevent and reduce age discrimination for each type. Finally, to foster a fair, inclusive, and ethical era of AI generalization and digital aging, several policy countermeasures were proposed. These include the universal design of AI algorithms, ensuring age representativeness in the production, collection, and utilization of AI learning data, institutional reforms to pre vent the algorithmization of institutional discrimination, and the expansion of research and discourse on AI Ageism.
