무전공 입학제의 쟁점과 과제: 언론 보도기사의 질적 내용분석

국문 초록

본 연구의 목적은 무전공 입학에 관한 정책적 쟁점 그리고 현장 실행을 위한 실천 과제를 탐색하는 데 있다. 이를 위해 2024년 1월부터 11월까지 국내 주요 언론에 보도된 322개의 기사를 대상으로 귀납적 접근법에 기반한 질적 내용분석을 실시하였다. 연구 결과는 다음의 두 가지 주제로 구분된다. 먼저 무전공 입학 제도와 관련된 정책적 쟁점으로는 제도의 급속한 도입으로 인한 대학 자율성 침해, 전공 쏠림 현상으로 인한 학문적 불균형, 수도권과 지방 대학 간 형평성 문제, 단기적 도입에 따른 실행 한계가 도출되었다. 특히, 정부의 재정 지원과 연계된 정책 실행은 대학이 단기적 성과에 집중하도록 유도하여, 결과적으로 정책의 지속 가능성과 학문적 다양성에 부정적 영향을 미칠 가능성이 있음을 확인하였다. 다음으로 제도의 실행과 정착을 위한 교육 현장의 실천 과제로는 체계적인 학사 운영 체계 구축, 학생들의 전공 탐색 지원 프로그램, 기초학문 보호를 위한 대학별 맞춤형 지원, 지방 대학에 대한 재정적 보완책 마련의 필요성이 제기되었다. 이러한 결과를 바탕으로 본 연구는 대학의 자율성을 기반으로 단계적 정책 도입 및 시행의 중요성을 논의하였으며, 학문 생태계 균형과 대학 간 형평성을 보장하기 위한 다차원적 접근 방식, 정책의 지속 가능성을 제고하기 위한 성과 평가 체계의 도입 필요성을 제언하였다. 본 연구는 무전공 입학제에 관한 미디어 담론을 정책과 실천의 관점에서 분석함으로써, 정책 개선을 위한 방향성과 실천적 방안들을 제시하고 있다는 점에서 의의가 있다.

영문 초록

The purpose of this study is to explore the policy issues surrounding the undeclared major admission system and the practical tasks required for its implementation in universities. To achieve this, a qualitative content analysis was conducted on 322 articles published in major domestic media outlets from January to November 2024 using an inductive approach. The study identifies two major themes. First, key policy challenges associated with the undeclared major system include concerns over the rapid adoption of the policy potentially infringing upon university autonomy, the risk of academic imbalance due to students gravitating toward certain popular majors, regional disparities between metropolitan and non-metropolitan universities, and limitations in execution due to the short implementation timeline. Notably, the linkage between government financial support and policy execution was found to incentivize universities to focus on short-term performance, which may ultimately undermine the sustainability of the policy and academic diversity. Second, practical tasks necessary for the implementation and stabilization of the system were identified, including the establishment of a systematic academic administration framework, programs to support students in exploring various majors, customized support measures for universities to protect foundational academic disciplines, and financial compensation plans for regional universities to ensure equitable opportunities. Based on these findings, this study emphasizes the necessity of a phased policy implementation approach that upholds university autonomy. It also advocates for a multidimensional strategy to ensure a balanced academic ecosystem and regional equity, as well as the development of a performance evaluation system to enhance the sustainability of the policy.
