연구학교 운영 과정에 나타난 참여교사의 불순응 요인 분석

국문 초록

본 연구는 연구학교 운영에 참가한 교사들의 인식을 분석하여 어떤 불순응 요인이 연구학교 정책의 목적 달성을 저해하는지를 탐색하고자 하였다. 이를 위해 교육정책집행 과정에서의 교사의 순응, 불순응 인식을 분석한 선행연구를 토대로 분석의 틀을 설정하고, 4개 연구학교의 초등교사 6명을 대상으로 심층면담한 후 정책, 정책대상자, 정책담당자 요인별로 정리하였다. 분석 결과, 교사들은 다음과 같은 요인으로 불순응을 보였다. 첫째, 정책 요인에서 시간과 정보의 부족, 교사들의 연구 역량 부족과 관리자 및 동료 교사들의 비협조적인 태도는 참여교사들의 불순응을 야기하는 요소로 확인되었다. 둘째, 교사(정책대상자)들의 정책 목표 달성과 교육적 효과의 지속에 대한 신념이 낮을수록, 그리고 운영에 대한 부담이 높을수록 불순응이 두드러졌다. 셋째, 참여교사와 정책담당자 간 의사소통 부족은 정책에 대한 이해의 부족과 불순응을 초래하였으며, 권위적이기보다 자율적인 분위기일수록 순응의 태도를 보였다. 이러한 주요 결과를 토대로 교사들의 불순응을 최소화하기 위한 방안으로 첫째, 교육청 차원에서 연구학교 운영의 준비 및 시작 단계에서부터 체계적이고 실질적인 지원을 위한 준비, 둘째, 성과와 실적 중심의 보고보다는 운영 과정을 중시하고 단기적인 교육 효과에 집중하는 분위기를 탈피하는 환경 조성, 셋째, 정상적인 교육과정 내에서도 교육 효과를 낼 수 있다는 믿음과 일반화 가능성에 대한 모색을 통해 교사들의 내재적 동기를 고양, 넷째, 연구학교의 운영 주체가 학교 구성원 모두라는 인식으로 참여하는 학교 조직적 차원의 의사소통 구조 개선, 다섯째, 정책집행 과정에서 나타나는 교사들의 다양한 불순응 요인을 분석하여 순응 요인으로 바꾸려는 교육청과 학교, 교사 개인의 노력이 필요함을 제안하였다.

영문 초록

This study analyzed teachers’ perceptions of the research school policy to examine which variables of non-compliance impede the accomplishments of the goals of the policy. To achieve this objective, this study had in-depth interviews with 6 elementary school teachers at 4 research schools to investigate the factors of policies, target individuals, and executive agencies. The results found that teachers showed non-compliance due to the following variables. First, teachers lacked preparation time, relevant information, and research abilities, and the attitudes of principals and fellow teachers were uncooperative. Second, the less the teachers believed in the possibility of achieving the policy’s goals and creating lasting educational effects or the more the policy’s implementation became burdensome, the higher the rate of non-compliance became. Third, the lack of communication between teachers and executive agencies led to a lack of understanding and non-compliance of the policies. The more autonomous the working conditions were, the more compliant teachers’ attitudes were. The suggestions from this study are as follows: better preparedness by the Office of Education for systematic and practical support from the beginning stage, the creation of an environment that focuses on the implementation process of the policy and its long-term educational effects rather than on results-focused reporting, the generalization of the research results to inspire the teachers’ inner motives, improvements of communication structures at the school’s organization level, and the efforts to convert teachers’ non-compliance variables into those of compliance by the Office of Education, schools, and teachers themselves.
