국문 초록

이 글은 미국, 영국, 캐나다, 호주, 일본, 핀란드, 독일, 대만 등을 중심으로 고등단계 직업교육의 구조 개혁 동향을 분석하고, 전문대학의 역할 및 정체성, 수업연한, 계속 직업교육 체제 구축 등 최근 우리나라 전문대학을 둘러싸고 제기되는 쟁점들에 대한 답변을 얻는 데 목적이 있다. 각국의 고등단계 직업교육은 매우 다양하게 이루어지고 있으나 영미권 국가는 지역사회 및 평생교육에 대응한 다양한 백화점식 프로그램을 운영하고 있는 것에 비해, 독일권 국가들은 4년제 일반 대학과 동등한 수준의 실무중심대학으로 구축 운영하고 있다. 특히 영미권 국가의 경우 전문대학이 전통적으로 단기교육 중심으로 이루어졌으나 최근에는 독자적 혹은 대학과 연계하여 학사학위를 제공하고 있다. 이와 함께 영미권 국가와 독일권 국가간에 계속 직업교육 경로가 다소 차별적으로 설계되어 왔으나, 개인의 학습선택권을 보장하면서도 제도적으로는 계속직업교육이 가능한 구조를 구축하기 위한 노력이 공통적으로 이루어지고 있다.이같은 각국의 고등단계 직업교육의 개혁 동향을 통해서 전문대학의 정체성 확보는 물론, 유연한 수업연한으로의 개선, 계속 직업교육 경로 설계 등의 정책적 노력이 요청된다.

영문 초록

The purpose of this study is to review the reform trends of non-university institutions in the selected countries(US, UK, Canada, Australia, Japan, Filand, Germany, Taiwan) and to suggest the reform directions of Korean tertiary education centering around junior colleges. Comparative analysis is focused on the roles and identities of junior colleges, the study duration management and continuing vocational educations pathway, which junior colleges suffer from distintive policy issues and problems. Generally, the countries fall into two groups, although the distinction in not absolute. English-speaking countries offer vocational or a wide range of learning programmes and serve their local communities. Also, some non-university institutions can grant bachelor degree or offer joint qualifications and degree in collaborate with universities. German-speaking countries have developed the advanced long-duration vocational colleges in competition for the status with universities. The extent to which their goal is vocational preparation or a wider range of learning, the levels at which students are taught, and continuing vocational education pathways structure provide the implications of reform directions of Korea junior colleges.
