자활직업훈련 효과에 관한 연구

국문 초록

본 연구는 저소득계층을 위한 자활직업훈련의 효과를 자격증취득가능성, 취업가능성, 소득의 수준으로 구분하고 이 세 가지 효과에 미치는 훈련내적요인 및 훈련외적요인 그리고 노동시장요인을 분석함으로써 자활직업훈련을 위한 정책적 함의를 도출하고자 하였다.연구결과 훈련내적요인으로서 훈련기간과 훈련직종, 취업여부가 자격증취득 가능성에 유의미한 영향을 미치고 있으나, 훈련외적요인의 경우 유의미하게 영향을 미치는 변수는 없었다. 또한 취업가능성에 긍정적인 영향을 미치는 변수는 자격증취득과 기계장비, 건설관련 훈련직종으로 나타났다. 소득수준에 영향을 주는 훈련내적요인은 직장에서의 직무와 이수훈련의 관련성만이 긍정적인 영향을 미치고 있으며, 훈련외적요인 중에서는 성, 교육수준, 노동시장요인에서는 1일 근무시간과 사업장 규모가 양의 방향에서 유의미하게 영향을 미치는 것으로 나타났다. 이와 같은 분석결과는 자활훈련이 자격증취득과 취업가능성을 높이는 데는 기여하고 있지만 소득 수준에는 영향을 주지 못하고 있음을 의미한다. 제한적이기는 하지만 개인이 이수한 훈련직종과 직무와의 관련성이 소득 수준을 높이는데 긍정적인 영향을 미치고 있음은 취업지도의 중요성을 시사하는 것이다. 자활훈련의 효과를 제고하기 위해서는 수요자인 사업장 중심의 적합 훈련직종이 발굴되고, 기업의 적극적인 참여를 촉진할 수 있는 제도적 장치가 강화되어야 할 것이다.

영문 초록

The purpose of this study is to see the vocational training effects and the factors that have influence on it. To accomplish this purpose, this study divides the vocational training effects into three parts: trainee s productivity, probability of employment, and level of income.There are two kinds of factors that influence the vocational training effects: internal factor and external factors of the vocational training programs. The major findings are:(1) Among the internal factors, total training hours and trades of training influenced trainee s productivity. None of external factors was found to promote productivity significantly.(2) Among the internal factors, trades of training and qualification raised the probability of employment significantly. And among the external factors, only marriage status was positive factor.(3) None of internal factors influenced the level of income significantly, but the relation between job and training was found to influence trainee s income significantly. Among the external factors, gender and the level of education influenced the level of income significantly. And Among labor market factors, the training hours and the firm size were significant factors.(4) Self-sufficiency programs should develop and implement company-oriented training courses instead of courses that the recipients want. At the same time, the programs should induce active participation of companies to enhance the effectiveness of employment.
