우리나라 특송화물 반입과 주요 이슈에 관한 연구: 중국 해상특송화물을 대상으로

국문 초록

최근 중국 전자상거래 플랫폼의 국내 시장점유율이 급속하게 증가하고 있으며, 이로 인해 중국 해상특송화물 목록통관 반입 물동량이 증가하고 있다. 중국 전자상거래 플랫폼의 발전으로 인해 다양한 종류의 물품들을 시간과 장소에 구애받지 않고 저렴하게 구매할 수 있게 되었으나, 반입 건수가 늘어남에 따라 여러 문제점이 발생하고 있다. 본 연구에서는 과거 10년간 특송화물 데이터를 바탕으로 2027년까지 중국발 해상특송화물의 반입 건수를 추정하고자 하며, 반입 건수 예측에 따라 발생할 수 있는 문제점을 도출하고, 개선 방안을 제시하는 것을 목적으로 한다. ARIMA 모형을 활용하여 중국 해상특송화물 목록통관 반입 건수를 추정한 결과 2027년까지 계속해서 증가하는 것으로 나타났으며, 이에 따라 발생하는 이슈와 개선 방안을 제시함으로써 특송장 관리주체, 특송사 등 관련 기관의 전략적인 의사결정에 기여하고자 한다.

영문 초록

Purpose: Recently, the market share of Chinese e-commerce platforms in Korea has been rapidly increasing, leading to a growth in the volume of Chinese maritime express cargo imports under list customs clearance. As a result, consumers are able to purchase a wide variety of goods at low cost regardless of time and place; however, with the rise in the number of import entries, several problems have emerged. Research design, data, and methodology: The analysis period was January 2014 to December 2024, and the volume of Chinese maritime express cargo imports under list customs clearance was forecast using the ARIMA model. To improve the accuracy of the forecasts, the auto_arima function from the pmdarima package in Python was employed to estimate the optimal parameter values. After deriving the cargo volume forecast, accuracy of the results was validated by comparing them with the actual data. Results: Based on the data of Chinese maritime express cargo entries under list customs clearance imported into Korea from January 2014 to December 2024, the number of entries was projected through December 2027, and the results indicate a continued increase until 2027. Conclusions: As Chinese maritime express cargo under list customs clearance increases, several issues have emerged, including the importation of non-standardized cargo, the inflow of scam cargo and unreported cargo, abuse of the de minimis tax exemption system, and concerns regarding cargo safety. This study proposes improvements to address these problems, and thereby contributes to strategic decision-making by relevant authorities.
