국문 초록

본 연구는 아시아·태평양 지역 대상의 포괄적 무역협정인 CPTPP와 RCEP, 그리고 디지털에 초점을 둔 협정인 DEPA와 AAEC의 디지털 무역 및 디지털 서비스 규범을 비교·분석한다. 디지털 무역과 관련된 주요 협정문들을 비교·분석하고 디지털 무역 규범의 범위와 깊이 나아가 정책적 우선순위에 차이가 있는지 탐색한다. 분석 결과 RCEP, AAEC 등 소위 아시아 모델은 보다 점진적이며 유연했다. 이는 데이터 주권, 사이버 주권 측면에서 신규 협정을 체결하고자 하는 개발도상국 등에게 하나의 참고 모델이 될 수 있을 것이다. 다만 디지털 영역의 분절 혹은 다중 인터넷 생태계 형성 등 디지털 보호무역주의로 이어지지 않도록 경계해야 할 것이다.

영문 초록

Purpose: This study undertakes a comparative examination of the digital trade and digital services provisions embedded in four major trade agreements relevant to the Asia–Pacific region: comprehensive agreements (CPTPP and RCEP) as well as digital‑centered rameworks (e.g., DEPA) and the ASEAN Agreement on Electronic Commerce (AAEC). Research design, data, and methodology: Drawing on a systematic analysis of these key agreements, this research explores potential differences in the scope, depth, and policy priorities of digital trade norms across these instruments. Results: Our findings suggest that the so‑called Asian model, embodied by RCEP and the AAEC, reflects a more incremental and flexible approach. Such a model may serve as a valuable reference point for developing countries negotiating new agreements, particularly in a context where data sovereignty and cyber‑sovereignty are central considerations. Conclusions: Caution is warranted to prevent the emergence of digital protectionism, such as fragmentation of the digital ecosystem or the development of multiple incompatible internet architectures, which could undermine interoperability and open digital trade.
