국문 초록

Modernization has been a central theme of global concern since the 20th century. Advancing the modernization of national governance systems and capabilities is an inherent requirement of socialist modernization. This theoretical exploration examines public organizations' adaptability to the modernization of national governance, their transformation strategies, and emerging trends in organizational adaptation. The book Modernization of Government Governance addresses governance capacity modernization through multiple dimensions: institutional frameworks, functional positioning, power foundations, technological revolutions, and incentive mechanisms. By analyzing government-state-society interactions, it identifies patterns, methodologies, and insights for governance modernization, offering significant academic value. From a public organization perspective, the study emphasizes how government modernization must integrate with other public entities to achieve the modernization of socialist endeavors.

영문 초록

现代化是20 世纪以来世界各国聚焦的重要命题，推进国家治理体系和治理能力现代化是社会主义现代化的题中之义。以公共组织变革为理论思考，寻找何种公共组织能够适应国家治理现代化潮流，公共组织何以变革适应国家治理现代化潮流，并展望公共组织适应国家治理现代化的趋向，构成了国家治理现代化的学理性思考。《政府治理现代化》一书从政府治理现代化的组织架构、职能定位、权力基础、科技革命、激励机制等方面入手，思考政府治理能力现代化问题。该著从政府（国家）与社会互动的视角全面审视政府治理与变革问题，力图寻求政府治理现代化进程的规律、思路与启示，具有重要价值和意义。同时，从公共组织的角度而言，政府治理现代化也需要与其他公共组织一起思考如何融入国家治理体系和治理能力现代化的进程中去，实现社会主义事业的现代化。
