국문 초록

The development history of the China-ASEAN Procuratorial Cooperation Mechanism, with the Attorney-General Meeting as its core, is a typical practice of the functionalist logic of “problem-driven— function implementation—spillover expansion”. In terms of function realization, the Mechanism has achieved remarkable results in combating transnational crimes, safeguarding the implementation of RCEP, and enhancing the procuratorial capacity of ASEAN countries. However, constrained by limitations such as insufficient effectiveness of soft law, capacity gaps, and external competition, its functions still face problems of imbalance and inadequacy. Therefore, this paper proposes targeted optimization plans from four dimensions—problem orientation, function integration, spillover expansion, and capacity balance—to promote the China-ASEAN Procuratorial Cooperation Mechanism from a “mature” stage to a “better” one.

영문 초록

以总检察长会议为核心的中国-东盟检察合作机制的发展历史，是功能主义“问题驱动—功能落地—溢出拓展”逻辑的典型实践。从功能实现来看，中国-东盟检察合作机制在打击跨国犯罪、保障RCEP实施、提升东盟检察能力方面成效显著，但受软法效力不足、能力鸿沟、外部竞争等局限制约，功能仍存在不均衡、不充分等问题。因此，本文从问题导向、功能整合、溢出拓展、能力均衡四个维度，提出针对性优化方案，推动中国—东盟检察合作机机制从“成熟”走向“更优”。
