준연동형 비례대표제의 작동원리와 문제점

국문 초록

이 글은 제21대 및 제22대 총선에 적용된 준연동형 비례대표제의 작동원리를 분석하고 이를 바탕으로 그 문제점을 지적하고, 이를 완화할 대안을 제시한다. 현행 제도의 문제 중 하나는 의석 배분의 중간단계에서 반올림이나 헤어(Hare)방식을 적용함으로써 득표수가 적은 정당에 더 많은 의석을 배분하는 불공정한 결과를 초래할 수 있다는 것이다. 이 문제의 해결책으로 이 글은 의석 배분 과정의 마지막 단계에서 정수화를 하는 ‘통합 방식’을 제시한다. 현행 선거제도의 더 심각한 문제는 제도 도입의 취지를 훼손하는 위성정당 창당과 같은 행위를 방지하지 못한다는 것이다. 이 문제의 개선방안으로 이 글은 현행 ‘1인 2표제’ 대신 ‘1인 1표제’의 도입을 제시하고 그 효과를 분석한다. 그 결과 이 글은 1인 1표제가 기존의 1인 2표제보다 나은 대안이긴 하지만, 지역주의에 기반한 ‘분당 전략’의 활용 가능성을 고려하면 그렇게 바람직한 대안은 아니라는 판단을 내린다.

영문 초록

This article analyzes the operational mechanics of the semi-linked proportional representation system applied in the 21st and 22nd general elections, points out its drawbacks, and suggests alternatives to mitigate them. One of the problems with the current system is that applying rounding or Hare methods during the intermediate stage of seat allocation can lead to unfair results, where parties with fewer votes are allocated more seats. As a way to solve this problem, the article suggests the 'unified method,' which involves integerizing only at the final stage of the seat allocation process. A more serious problem with the current electoral system is its failure to prevent strategic acts that undermine the purpose of the system, such as the creation of decoy parties. As a solution to this problem, the article suggests introducing the 'one-person, one-vote system'(mixed single vote) instead of the current 'one-person, two-vote system' and analyzes its effects. As a result, the article concludes that although the one-person, one-vote system is a better alternative than the existing one-person, two-vote system, it is not a desirable alternative considering the possibility of utilizing a 'party-split strategy' based on regionalism.
