국문 초록

최근 다수의 지방자치단체가 시민참여정책을 시행하고 있으나, 공무원과 시민 간 협력관계에 어려움을 겪으며 참여과정의 내실보다 선언적 의미에 치중하는 경향이 나타나고 있다. 시민참여정책의 효과적인 실행을 위해서는 무엇보다 공무원과 시민 간 인식 차이를 해소하는 것이 선결 과제이다. 본 연구는 이러한 문제의식을 바탕으로, 시민참여의 핵심요소에 대한 공무원과 시민의 인식 차이를 IPA 매트릭스를 활용하여 분석하였다. 분석에는 서울특별시의 2020 지역사회혁신계획(구단위계획형) 과정관리 설문조사 자료를 활용하였다. 분석 결과, ‘적절한 재정･인력 등의 지원(Resources)’, ‘시민의식 향상을 위한 노력(Active citizenship)’, ‘효율적 참여를 위한 시간 제공(Time)’, ‘시민참여 결과의 이행(Accountability)’에 대해 공무원과 시민 사이에 인식의 간극이 큰 것으로 나타났다. 이러한 결과는 시민참여정책의 실효성을 제고하기 위해 위 네 가지 요소에 대한 공감대 형성과 전략적 조정이 필수적임을 시사한다. 특히, 시민참여정책의 초기 단계에서부터 공무원과 시민 간 인식 차이를 조율하기 위한 체계적이고 지속적인 노력이 병행되어야 하며, 이는 참여제도의 신뢰성과 실행력을 높이는 핵심 조건임을 본 연구는 강조하고자 한다.

영문 초록

In recent years, many local governments in South Korea have introduced citizen participation policies. However, these efforts often face challenges in establishing cooperative relationships between public officials and citizens, resulting in a tendency to prioritize declarative aspects of participation over meaningful engagement. For citizen participation policies to be effectively implemented, addressing the perception gap between officials and citizens is a critical prerequisite. This study investigates such perception gaps by applying the Importance-Performance Analysis (IPA) framework to assess how the two groups view key elements of citizen participation. The analysis is based on data from the 2020 process management survey of Seoul’s district-level Local Community Innovation Plans. The results reveal notable differences in perception regarding four core elements: provision of adequate resources(Resources), efforts to enhance civic awareness(Active citizenship), allocation of sufficient time for meaningful engagement(Time), and follow-up on citizen input(Accountability). These findings suggest that building consensus and strategically aligning efforts around these elements is essential to enhancing the effectiveness of participatory policies. The study highlights the importance of systematic and sustained efforts to reconcile these differences from the early stages of policy implementation. Such efforts are fundamental to strengthening the credibility and operational success of participatory governance systems.
