국문 초록

본 연구는 Marshall이 제시한 ‘사회시민권’의 핵심인 ‘사회권’의 관점에서 기존에 등한시되었던 한국 복지국가의 태동기라 할 수 있는 1948년에서 1987년까지의 한국 사회시민권의 역사적 발전과정과 특성을 분석하고, 그에 따른 함의를 제시했다. 그간 국내에서 기존 연구들의 관심이 주로 Marshall 이론의 현실 적용보다는 규범적, 이념적 수준에서 사회시민권 혹은 사회권의 의미나 성격, 정당성을 논하는 데 국한되어 있다는 것과 일부의 경우 사회시민권 이론을 적용해 한국 복지국가를 평가하고는 있지만 1997년 이후에 주로 한정되어 있어 복지국가와 관련한 사회시민권 논의의 폭이 제한되어 있다는 것이 문제의식이었다. 이런 점에서 본 연구 결과는 한국의 사회시민권 연구가 적실성을 갖기 위해서는 한국에서 사회권이 어떻게 형성, 전개되어 왔는가에 대한 역사적 이해가 병행되어야 할 필요가 있음을 시사한다.

영문 초록

This study analyzed the historical development process and characteristics of social citizenship in Korea from 1948 to 1987, which can be said to be the birth period of the Korean welfare state, from the perspective of ‘social rights,’ which is the core of ‘social citizenship’ proposed by Marshall, and presented the implications accordingly. The problem was that the interest of existing studies in Korea was mainly limited to discussing the meaning, nature, and legitimacy of social citizenship or social rights at the normative and ideological level rather than the practical application of Marshall’s theory, and that although some studies have evaluated the Korean welfare state by applying the theory of social citizenship, it has been mainly limited to the period after 1997, limiting the scope of discussions on social citizenship in relation to the welfare state. In this respect, the results of this study suggest that in order for the study of social citizenship in Korea to be relevant, it is necessary to have a historical understanding of how social rights were formed and developed in Korea.
