오버투어리즘 개념모형 개발 - 북촌한옥마을을 중심으로

국문 초록

오버투어리즘이 글로벌 이슈로 등장한 이후 지난 10여 년간 오버투어리즘을 둘러싸고 사회적, 정책적, 학술적으로 다양한 접근이 시도되었다. 이 연구는 향후 오버투어리즘이 현재보다 더욱 광범위하게 사회적 비용을 초래할 것으로 예상되는 상황에서 지금까지의 관련 논의를 돌아보고 다차원적 현상으로서 오버투어리즘을 재조명하고자 했다. 이를 위해 국내에서 오버투어리즘 문제로 가장 많은 관심이 집중되어 온 북촌한옥마을의 오버투어리즘과 관련된 현황, 언론보도, 유관정책, 선행연구를 분석하고 이를 토대로 오버투어리즘 개념모형을 제시하였다. 이 모형에서는 오버투어리즘 현상을 양, 질, 속도, 문화의 4가지 차원으로 구분하고 각각의 원인, 결과, 대안을 도출하였다. 양의 차원에서 오버투어리즘은 지역의 물리적 수용력을 초과한 방문 때문에 생활환경 악화, 지역 인프라의 과부하, 관광 만족의 저하 등이 발생하는 것으로 볼 수 있다. 질의 차원에서 오버투어리즘은 관광으로 인한 경제적 편익이 지역으로 환원되지 않는 것 때문에 주민의 관광에 대한 반감이 심화되고 차별화된 관광매력이 상실되는 것으로 요약된다. 속도의 차원에서 오버투어리즘은 방문자 급증과 임대료 급상승으로 인해 상권과 마을문화 지역의 정체성이 급변하는 것을 의미한다. 문화적 차원에서 오버투어리즘은 무책임한 행태의 방문자 그리고 방문자와의 공존 경험이 부족한 지역사회가 원인이 되어 이해관계자 간 오해와 갈등이 증폭되는 결과를 가져오는 것을 지칭한다. 이와 같이 도출된 개념모형을 바탕으로 향후 오버투어리즘의 효과적인 분석과 체계적 관리를 위해 필요한 학술적, 실무적 시사점이 제시되었다.

영문 초록

Over the past decade, various social, policy, and academic approaches have been made to address overtourism. As overtourism is likely to impose even greater social costs in the future, this study aims to revisit existing discussions and reexamine overtourism as a multidimensional phenomenon. The study analyzes the current situation, media coverage, related policies, and previous research on Bukchon Hanok Village, the most prominent case of overtourism in Korea. Based on this analysis, a conceptual model of overtourism is proposed. The model categorizes overtourism into four dimensions: quantity, quality, speed, and culture, identifying the causes, consequences, and potential solutions for each. In terms of quantity, overtourism results from visitor numbers exceeding the physical carrying capacity, leading to deteriorating living conditions, infrastructure overload, and decreased tourist satisfaction. Regarding quality, failing to reinvest the economic benefits of tourism into the local community intensifies residents' opposition to tourism and diminishes the area's unique appeal. In the dimension of speed, overtourism causes rapid commercial and cultural shifts due to surging visitor numbers and skyrocketing rents. From a cultural perspective, overtourism stems from a lack of local experience in coexisting with visitors as well as the irresponsible behavior of visitors, which amplifies misunderstandings and conflicts among stakeholders. Based on this conceptual model, academic and practical implications are provided.
